The Animal Health Personnel Act, Section 3a states that municipalities are responsible for organising a clinical veterinary duty service outside ordinary working hours. The scheme will ensure that a clinical veterinarian duty service is established nationwide under municipal/inter-municipal management so that essential veterinary help can be obtained outside of regular working hours. The veterinary duty is a necessary part of the stand-by against serious infectious animal diseases and it is important for maintaining good animal welfare.

Eidskog, Kongsvinger, Nord-Odal and Sør-Odal Municipalities have established a host municipality collaboration for an inter-municipal clinical veterinary emergency surgery, with Kongsvinger Municipality as the host municipality. This procurement is for the provision of veterinary duty services in the duty district Nord-Odal, Sør-Odal, Eidskog and Kongsvinger Municipalities. The veterinary duty scheme includes both production animals, sports animals, and family pets. The estimated number of telephone enquiries a week is approx. 10-15, and there are approx. 2-3 visits a week.

In order to cover the need for veterinary surgeons in the duty scheme, ensure robustness and continuity, and a responsible working environment for veterinary surgeons, a minimum of 5 veterinary surgeons are required for the scheme. The veterinary surgeon on duty must stay in or close to the duty district for responsible execution of the veterinary duty scheme. There is a turn-out response time requirement.

Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Requirement: tenderers and any sub-suppliers (veterinary surgeons) must be authorised veterinary surgeons.

Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to fulfil the requirement.
Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient ability and capacity to fulfil the contractual obligations. There must be minimum 5 authorised veterinary surgeons who participate in the scheme.
Requirement: tenderers must have a good and well-functioning quality assurance system.
