The contest is for the procurement of insurance of persons and property damage insurance for Sandefjord Municipality for 4 years. Start-up 1 January 2021.
A contract will be signed with one (1) or two (2) tenderers.
The contracting authority's municipal companies will be able to use the contract's terms, as agreed with the tenderer. Municipal companies must have separate invoices.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: Norwegian tenderers must present a tax and VAT certificate by the tender deadline and it must not be older than 6 months old, calculated form the tender deadline expiry date. Tenderers must not have substantial arrears. Any arrears must be justified separately. Foreign tenderers must submit proof that the company has fulfilled its obligations regarding the payment of social security contributions and duties in accordance with the legal provisions in the country where the tenderer is established, or in Norway. A certificate issued by the relevant authority in the tenderer's home country will be seen as adequate. If a tenderer's home country does not issue such documents or certificates, they can be replaced by a declaration given under oath or affirmation by the relevant person to a legal or administrative authority, a notarius publicus or other competent authority in the home country.

Requirement 2: the contracting authority requires that the tenderer has a legally established company.
Documentation: Norwegian companies: Company registration certificate from the Register of Business Enterprises.
Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tender is established.

Requirement 3: tenderers are required to have good economic ability to fulfil the contract.
Minste nivå(er) av standarder:
Documentation 3: presentation of the company's annual accounts (the most recent annual report submitted to the Brønnøysund Register of Enterprises, incl. the auditor's report). The contracting authority reserves the right to request preliminary figures after the latest annual report, as well as financial statements for the two previous years if this is found necessary.

Teknisk og faglig kapasitet:
Requirement 4: the contracting authority requires that tenderers have a licence/concession from the Financial Supervisory Authority of Norway to provide insurance services in Norway and to provide the offered insurance groups.
Requirement 5: tenderers must have good experience and good references from equivalent contracts/assignments.
Minste nivå(er) av standarder:
Documentation 4: documentation that the tenderer has the necessary licence/certification.
There is an overview of all insurance companies that are licensed to operate in Norway on the Financial Supervisory Authority of Norway's homepage, http://www.finanstilsynet.no. So that the contracting authority can check if the tenderers are certified in Norway, please supply the following:

The name and organisation number of the company as it is registered with the Norwegian Financial Supervisory Authority. In cases where the tenderer and licence owner are not the same (legal) company, for example, if it is a 100 % owned subsidiary company or a separate division/local department in a large group that submits a tender, the relationship between the tenderer and the licence owner must be briefly explained.

Documentation 5: tenderers must give a list of their most important relevant deliveries in the last 3 years, including a description of the assignment (what it involved), information on the contracting authority, value, date, and the contracting authority's contact person (name, telephone number and email address). Listed references can be contacted if needed. Sandefjord Municipality will also be able to place emphasis on its own experience with the tenderer.
