Forsvaret v/Forsvarets Logistikkorganisasjon [the Norwegian Armed Forces c/o the Norwegian Defence Logistics Organisation]

The Norwegian Defence Logistics Organisation (NDLO) and The Danish Defence Acquisition and Logistics Organisation (DALO) jointly announce a joint procurement for inspections and maintenance of the respective countries’ C130J Hercules planes. The plane fleet currently consists of four planes per country.
The objective of the procurement is to secure a maintenance contract for both Norway and Denmark for C130J Hercules planes and two parallel contracts will be signed respectively for the Norwegian Armed Forces and the Danish Armed Forces. NDLO will function as the contracting authority for the procurement and DALO will provide support during the process.
The contracts will have a 4-year duration with options for 2 years + 1 year, totalling 7 years.
NB: the estimated value of the contract with NDLO is between EUR 18 million-EUR 36 million and the estimated value of the contract with DALO is between EUR 18 million-EUR 36 million.

Egnethet til å utøve yrkesvirksomheten:

Requirement: the bidder shall fulfil obligations relating to the payment of taxes, VAT or similar payments under the law of the relevant state in which the bidder is established.

Documentation requirements: tax certificate not older than 6 months counted from the tender due date. With tax certificates are meant: bidders must have corresponding certificates from their authorities documenting that they have complied with the rules and regulations relating to taxes, VAT fees, duties, etc. If the authorities do not issue such certificates, the bidders shall forward a statement confirming that all such taxes have been paid. The statement shall be confirmed and signed by the bidders Chief Financial Officer and auditor. The bidder is required to forward all information regarding the qualification requirements to subcontractors if applicable.

Requirement: the bidder shall not have sufficient debt to the public authorities of the Danish State.

Documentation requirement: the bidder shall fulfil the solemn declaration regarding debt to public authorities in Annex solemn declaration. The bidder is required to forward all information regarding the qualification requirements to subcontractors if applicable.

Requirement: the bidder shall have a legally established company.

Documentation requirements for bidders: company registration certificate or if company registration certificate is not available in the bidder's country: confirmation that the bidder is registered in a trade register or a register of business enterprise in accordance with the laws of the country where the bidder is established. The above certificates shall not be more than 6 months old, counted from the tender due date. The bidder is required to forward all information regarding the qualification requirements to subcontractors if applicable.

Økonomisk og finansiell stilling:

Requirement: the bidder shall have sufficient financial strength to perform the contract which means, but is not limited to: turnover and equity ratio (equity/total assets in %).

Documentation requirement: the bidder's financial statement (annual accounts) including notes and the management and the auditor's report from the past 3 years. The contracting authority reserves the right to demand/obtain additional information to verify that the bidder has the sufficient financial strength. If the financial statement from the previous financial year is not completed by the tender due date, the statements from the previous 2 years as well as a provisional statement for current year shall be attached. The contracting authority may also require a credit rating report from a recognised credit rating company. The required information mentioned above shall also be attached for the bidder's parent company if applicable. The bidder must be prepared to admit the contracting authority to complete a financial analysis of the bidder's ability to fulfil the requirements of the contract. Please note that if the bidder relies on the capacity of other businesses in order to fulfil this requirement, the contracting authority can require that they shall be jointly and severally liable for the execution of the contract. The bidder is required to forward all information regarding the qualification requirements to subcontractors if applicable.

Teknisk og faglig kapasitet:

Requirement: the bidder shall have sufficient performance ability.

Documentation requirements: bidder's own company: a short description of the organisation, including: a description of the company's business idea and core competence related to the scope of delivery outlined in Article 1.4. A description of the company’s history, how it is organised and their ownership, in addition to a description of current activities. A description of how the bidder is organised for the fulfilment of the contract. A summary of the company's overall quality assurance system used for the execution of the contract. A summary of the bidders previous experience with the C130 System. References must be provided.

Collaborating partners/subcontractors: if any collaborating partners/subcontractors are offered as part of the tender, the bidder shall submit a description of the following: name, address, scope of responsibility and parts in the relationship, the formality of the relationship and whether the bidder has the intention of including the subcontractor as an active party in this tendering process. An estimate of the percentage distribution of the financial value between the bidder and subcontractor, in case of contract. The way in which the commercial affiliation with collaborating partners is secured or will be secured, i.e. contract or statement of commitment. If the bidder chooses to change subcontractors before the contract is signed, the bidder shall notify the contracting authority immediately. The contracting authority reserves the right to deny approval of any subcontract if there are factual and objective grounds for such refusal. Contractor organisation and approvals: an organisation chart shall be provided with names of managers for all units and for all special positions below. The organisation chart shall be part of the tender and the names may be updated during contract performance. The bidder is required to forward all information regarding the qualification requirements to subcontractors if applicable.

Requirement: the bidder shall have the following: a valid Lockheed Martin certificate for maintenance work on C130J, A Lockheed Martin approved HMC (Heavy Maintenance Center).

Documentation requirement:the bidder shall present documentation that the requirements are fulfilled. As an exception: purchaser can give approval on a case by case basis. The fulfilment of standards such as FAR or EASA part 145 or equivalent (with accompanying capability list) may be a basis for certification according to Danish/Norwegian Defence Airworthiness Regulations. The bidder shall have willingness to accept European Military Airworthiness Requirement (EMAR) 145 as a contractual requirement. In order to ensure fulfilment of requirements, the bidder shall submit the following together with the tender: Lockheed Martin certificate for maintenance work on C130J, Certification for Lockheed Martin approved HMC. The bidder is required to forward all information regarding the qualification requirements to subcontractors if applicable.

Requirement: the bidder have the following: a quality assurance system according to NATO Standards — AQAP-2110 NATO quality assurance requirements or equivalent.

Documentation requirements:valid AQAP-2110 Ed. D Version 1 Certificate or equivalent. The bidder is required to forward all information regarding the qualification requirements to subcontractors if applicable.
