House Number Signs for Six Municipalities in Kosovo

The Norwegian Mapping Authority will, in cooperation with Kosovo Cadastral Agency (KSA), procure house number signs for houses in six municipalities in Kosovo.
This procurement consists of six subcontracts, one for each municipality:
1) Subcontract 1: Viti Municipality;
2) Subcontract 2: Obiliq Municipality;
3) Subcontract 3: Kamenica Municipality;
4) Subcontract 4: Ferizaj Municipality;
5) Subcontract 5: Malisheva Municipality;
6) Subcontract 6: Klina Municipality.
Tenderers can submit tenders for one, several or all of the subcontracts. Each subcontract will be evaluated separately.
The procurement is published on TED under the public procurement regulations part III in order to reach as many people as possible, however part I of the public procurement regulations applies. The total value of the contract is below the EEA threshold.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Tenderers must be a legally established company.
Documentation requirement: confirmation written by an authority that is responsible for the trade or company register, in English or translated to English, that the company is registered in a trade or company register as mandated in the law in the country where the company is based, must be presented on request. The contracting authority does not require notary verification of the translation.

Økonomisk og finansiell stilling:
— tenderers must have their tax, payroll tax and VAT payments in order;
— tenderers must be financially able to fulfil the assignment/contract;
— tenderers must have the financial capacity to fulfil the assignment.
A score equivalent to ‘medium risk’ will fulfil the requirement.
Minste nivå(er) av standarder:
— Documentation requirement: a certificate that confirms that the tenderer has fulfilled his tax, social securities and VAT obligations. The certificate must not be more than 6 months old.
— Requirement: the minimum turnover for the total certified payments received for ongoing or completed contracts in the last 3 (three) years must be minimum EUR 50 000. Documentation requirement: a copy of the revised balances or the bank/bank statements must be attached.

— Documentation requirement: tenderers must present a credit rating/assessment based on the last known fiscal figures. The ranking must be carried out by an authorised credit rating agency. An auditor's report on the economic and financial standing can be accepted if a tenderer has valid reasons as to why the requested documentation cannot be presented.

— tenderers must have sufficient capacity to carry out the assignment.

— Requirement: tenderers must demonstrate experience and technical knowledge from the production and installation of house number signs or similar signs, (for example, road name signs, vertical markings, traffic signs, vehicle registration plates, etc.). Documentation requirement: tenderers must attach a list of the most important relevant deliveries in the last 3 years, including information on the value, date and recipient.

Recommendations/certificates can be delivered.
— Documentation requirement: tenderers must give a description of the tenderer's personnel and the equipment that the tenderer has at his disposal for the fulfilment of the contract. The description must include the following:
• tenderers must describe how many employees will carry out the assignment,
• tenderers must document that they can produce and install the number of signs required for the assignment.
If a tender is submitted for several subcontracts, this description must be specified for each individual subcontract.
