The aim of the contest is to facilitate service recipients who will need temporary housing/residential unit.
Stavanger Municipality, c/o the NAV offices, is obliged under the Social Services in the Norwegian Labour and Welfare Organisation Act, Section 27 to find temporary housing for those who cannot do so themselves.
The service will be relevant in acute situations. Stays in temporary housing must not go on for a long time.
The NAV offices in Stavanger Municipality must be a user of this framework agreement.
A complete description of the delivery and requirements specification for each of the three target groups is in the attached three sub-contracts.
Sub-contract 1 is for homeless persons with substance abuse challenges and/or low housing ability (called target group 1).
Sub-contract 2 is for homeless persons and couples without children (called target group 2).
Sub-contract 3 is for homeless families with children (called target group 3).

Vilkår for deltakelse
Liste og kort beskrivelse av regler og kriterier:

1) Presentation of a tax certificate.

2) Registered in a trade register or company register: Be a legally established company. Documentation requirement: The contracting authority will obtain information on the tenderer's company from Experian.

3) Economic and financial capacity: Documentation requirements: Tenderers must, as a minimum, achieve a credit rating in risk class 4 or higher on Experian's scale. The contracting authority will obtain a credit rating on the tenderer's company from Experian. Technical and professional qualifications:

4) Requirement: Experience from relevant assignments is required. I.e., experience is required from renting rooms with the accompanying services, scope, and complexity. Documentation requirements: Tenderers must, upon request, present a list of the most important relevant assignments in the last three (3) years.

5) Documentation requirements: Tenderers must present the company's organisational plan and the company's total staffing, as well as an overview of the persons in the company that will have responsibility for this assignment. See tender documentation for further information.
