The procurement will cover the contracting authority's need to procure and operate hand-held alcometers and accessories during the lifetime of the product. The procurement is intended to be able to replace the current instrument fleet over the framework agreement if there is a need to replace the entire instrument fleet during the contract period. The probably call-off is estimated to be approx. 850 alcometers with associated consumption of mouthpieces and other accessories during the contract period including options. In addition, mouthpieces and other accessories for operation and servicing of the alcometers during the lifetime of the instruments. The combined probably call-off is estimated to be approx. NOK 6 million excluding VAT. In the event of needing to be able to replace a higher proportion of current instruments than the probable estimate, as well as a possible higher need for resupply of accessories during the lifetime of the instruments, the estimated value can be up to NOK 9 million, excl. Tenderers must have sufficient economic and financial capacity to fulfil the contract.

Minste nivå(er) av standarder:

Creditworthiness with no requirement for collateral and satisfactory solidity will be sufficient to meet the requirement.

Documentation requirement:

Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service. The contracting authority might also consider obtaining their own credit rating of the tenderer, including a rating, all accounting information and the key figures that the contracting authority deem to be necessary. The contracting authority uses the credit rating company Bisnode for obtaining such information.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable. The contracting authority retains the right to obtain a credit rating of the tenderer.

Teknisk og faglig kapasitet:

1) Tenderers must have experience from comparable contracts.

Documentation requirement: description of up to three of the tenderers most relevant/comparable assignments during the last 3 years. Relevant assignments means, for example, the same type or similar deliveries to the police, armed forces, or other public entities. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider. The contracting authority can also emphasise any of its own documented experience with relevant tenderers. The contracting authority can contact the stated references for verification.

2) Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.

Documentation requirement: tenderers shall submit documentation of their quality assurance and management system. The following documentation will be accepted: a certificate of the company's quality assurance system/quality management system, issued by independent bodies confirming that the tenderer meets quality assurance standards in accordance with ISO 9001 or equivalent, or a description that as a minimum includes the company's procedures/routines for:·non-conformance and complaint handling, approval and follow-up of subcontractors, the process from receipt and registration of orders, and until delivery to the client has taken place.

3) The tenderer must have an environmental management system.

Documentation requirement: the tenderer must submit documentation of their environment management system. The following documentation will be accepted: valid attestations/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco Lighthouse or equivalent) or a description of the tenderer’s own environmental management system. The description must as a minimum include an environmental policy and environmental goals.
