Utenriksdepartementet (UD) [the Ministry of Foreign Affairs] invites tenderers to participate in a competition with negotiations for global WAN services. WAN services are included in UD's global network and it is business critical for the client. UD operates an internal hybrid global network that will function together with WAN from the supplier. This internal network is called UD Global Connect (UDGC). UDGC is establishing an encrypted VPN between the endpoints, and uses WAN as a traffic carrier where this has been ordered. UDGC also uses other traffic carriers, but these are not part of the scope in this contract. WAN must fulfil the primary purpose, hereunder
(i) ensure that UD's VPN traffic from UDGC is transported between one location and UD's main office (HQ) in Oslo; and
(ii) ensure internet access/break in the relevant country or region from a Location via the Supplier's infrastructure/POP.

(ii) ensure internet access/break in the relevant country or region from a location via the Supplier's infrastructure /POP. This is important for access to cloud services as close as possible to a location.
2 products must be offered, hereunder
(i) On-net; One fully administered service end-to-end for a location, including access line, CPE/equipment, installation and operational services locally; and
(iii) Off-line: a partially administered service, where the customer is responsible for the access line (locally procured internet), that connects to the tenderer's CPE/equipment. This is in order to utilise the tenderer's main network/transport capacity between land and continents, for traffic between a location and HQ.

Beskrivelse av fornyelser:
The duration of the contract will be 3 years from signing of the contract, with an option for the contracting authority to extend the contract 5 times, each time for 1 year (3 + 1 + 1 + 1 + 1 + 1) The maximum duration of the contract including options will be 8 years.

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have a rating of A or equivalent (or equivalent means credit worth without security').
The tenderer must have a minimum average annual turnover of 40 000 000 NOK per year for the last 3 years.
Teknisk og faglig kapasitet:
The tenderer must have good experience with the delivery of a global hybrid network (i.e. A blending of traditional lines and internet) of comparable scope.
