The contract includes advice on the choice of products, sale, delivery, and assembly of the products. Contracts for service of products can be relevant in some cases.

Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: company registration certificate.
Foreign companies: verification that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Minimum requirements:
Requirement: tenderers must have good credit worthiness without a requirement for security.
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.
Teknisk og faglig kapasitet:
The tenderer must document that he has sufficient technical and professional qualifications to implement the contract.
Minimum requirements:
Requirement: tenderers must have experience from comparable assignments. Comparable assignments mean framework agreements with major public authorities.
Documentation: the tenderer's three most relevant assignments during the last 3 years, including their values, dates and recipients (names, telephone numbers and email addresses).
Requirement: tenderers must have available key personnel, with the required education and professional qualifications for carrying out the delivery.
Documentation requirement: a description/overview of the key personnel's education and professional qualifications.
Requirement: tenderers must have a well-functioning environmental management system.
Documentation requirement: certification documents in accordance with national/international environmental management/environmental control system standard.
An account of an equivalent environmental management/measures for the company will also be accepted.
Requirement: tenderers must have a well-functioning quality management system.
Documentation: certificates in accordance with the national/international quality management/control system standard.
Or an account of equivalent environmental management/measures for the company.
Requirement: tenderers must have methods to control the supplier chain and tracking systems as possible follow-up of the requirements for ethical trade — basic human rights requirements, environment and ILO's core conventions.
Documentation requirement: a description of the tracking systems that the tenderer will use to fulfil the contract. The description must state methods and/or systems that enable tracking of the production locations and country of origin involved in the supplier chain for the goods in this contract.

Vilkår for kontraktoppfyllelse:
A requirement on wage and work terms, documentation and sanctions in accordance with the regulations regarding wages and working conditions from the 8 February 2008 No 112.
Ethical requirements: the tenderer must comply with the fundamental requirements related to human rights, employee rights and the environment and commit to complying with UN conventions, ILO conventions and national labour legislation.
