Framework Contract for Trade Services for Agder fylkeskommune [Agder County] (1)

Agder fylkeskommune

The procurement will cover Agder fylkeskommune's [Agder County's] need for the following services: Carpentry and Joinery work, electrical, ventilation and flashing and guttering works, plumbing, masonry and tiling, heat pumps/cooling and painting and floor laying. Each discipline will be divided into eight different geographic regions that together cover all of Agder. Larger individual assignment over NOK 250 000 may be held outside of the framework agreement. Commencement of the different contracts will vary from June 2020 in the individual regions until April 2021 in other regions.

Egnethet til å utøve yrkesvirksomheten:

Requirement 1:

Tenderers must have their tax, employer's National Insurance contributions and value-added tax payments in order.

Documentation requirement, requirement 1:

Tax and VAT certificate. certificates not older than 6 months calculated from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's financial Director/financial manager.

Requirement 2:

Documentation of fulfilment of the qualification requirements tenderers use the support of sub-contractors to fulfil.

Documentation requirement, requirement 2:

Applies only to the qualification requirements that the tenderer relies on sub-contractor to fulfil, including economic and financial position or technical and professional qualifications.

Tenderers must have sufficient financial capacity to fulfil the contract.

Documentation:

Annual financial statements from the last 2 years. These must contain notes, the board's report and auditor's report.

Newly established companies must enclose equivalent documentation as long as it is available.

Tenderers must have a credit rating equivalent to minimum A in 'Bisnode.no'. The contracting authority will obtain a credit rating of tenderers itself.

Teknisk og faglig kapasitet:

Requirement 1:

Description of the company's staffing and organization with regard to delivering in accordance with the framework agreement requirements. This includes language requirements in accordance with Annex 1, point 9.

A description of the tenderer's qualified personnel that can be used to fulfil the contract, including an overview of personnel with a certificate of apprenticeship within relevant disciplines.

Requirement 2:

A list with an overview and description of the tenderer's most relevant assignments during the last 3 years.

The list/description must as a minimum contain:

• name of client/recipient

• assignment scope

• description of the company's role

• assignment value

• delivery date

• brief description of the delivery

Use Appendix 5: Reference Form.

Newly established companies must enclose equivalent documentation as long as it is available. This can for example be experience of employees.

Requirement 3:.

The documentation must be provided in one of the following ways:

Alternative 1: Description of the company's procedures, with emphasis on quality assurance, resource management, management responsibility and HSE.

Alternative 2: If tenderers have an ISO 9001:2000 certificate or equivalent, this will be sufficient to document fulfilment of the requirement.

Requirement 4:

• Documentation of central certification in enterprise classification 2 for relevant disciplines.

• Or equivalent by having alternative documentation showing that the company will achieve the necessary and relevant professional qualification to implement measures as the will obtain necessary and relevant professional qualifications to carry out measures as ‘responsible executive’ equivalent to enterprise classification 2 in the relevant discipline.

Requirement 1:

Tenderers must have sufficient capacity and competence at their disposal for the implementation of assignments/deliveries in the contract.

Requirement 2:

Tenderers must have good experience from the implementation of equivalent deliveries/comparable assignments for the disciplines the tenderer is being submitted for.

Requirement 3:

Tenderers must have good procedures for quality management and HSE.

Requirement 4:

Tenderers must have the necessary qualification for all of the disciplines, corresponding to what is required for central certification in enterprise classification 2 in the function area: responsible executive.

Tenderers are required to be certified installers for the Electrical discipline.

Tenderers must have F-gas and soldering certificates in the Heat pumps/Cooling discipline. Further declarations of CO2 knowledge. Certificates of apprenticeship are required in the cooling and heat pump discipline as well as automation.
