The framework agreements concern cleaning services, including:

— regular/daily cleaning,

— periodic cleaning,

— floor treatment,

— window cleaning,

— mat cleaning (fixed mats at entrances),

— carpet cleaning (floor carpets),

— furniture cleaning,

— cleaning of ceiling surfaces,

— spring cleaning,

— moving cleaning,

— Building cleaning,

— infection cleaning,

— dust inspections,

— hire of machinery,

— temporary staff services,*

— other services.

The contracting authority intends to enter into parallel agreements with three to five tenderers, provided that there are a sufficient number of tenderers and tender offers.

* Bærum Municipality has other framework agreements for staffing/temporary staff services that include the cleaning area. Framework agreement suppliers for cleaning services can supply temporary staff services for the contracting authority's own cleaning personnel if the staffing agency cannot supply temporary staff on request, but must in that case be registered in the Labour Inspection Authority's register for staffing companies and follow the temporary employment agency directive in order to supply staffing services in this framework agreement.

Egnethet til å utøve yrkesvirksomheten:

Requirement 2:

Registration in a trade register or company register: tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirements:

Norwegian companies: company registration certificate;

Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Requirement 3: Certification from the Norwegian Labour Inspection Authority and listed in the Authority’s register of certified cleaning companies.

Documentation requirement: documentation that shows the tenderer is certified by the Norwegian Labour Inspection Authority and listed in the Authority´s register of certified cleaning companies.

Økonomisk og finansiell stilling:

Requirement 4:

Finance: the tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.

Documentation requirement:

Expanded credit rating/report, not older than three months, from a publicly certified credit rating company with character A (credit worth) or equivalent or better rating. The report must be based on the last known fiscal figures. The date must be clear.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement 5:

Implementation ability: the tenderer is required to have an organisation that has the capacity and competence to implement in accordance with this contract.

The tenderer must be able to refer to capacity and competence for both individual service assignments as described and fixed assignments for daily and periodical cleaning, in accordance with this contract.

Documentation requirement:

A description shall be given of the service provider's technical personnel or technical entities the supplier has at their disposal to fulfil the contract.

Requirement 6:

Experience: the tenderer is required to have good experience from comparable assignments.

Comparable assignments means minimum experience from fixed assignments for daily and periodical cleaning of schools, nursery schools, sheltered accommodations and nursing homes.

Documentation requirement: list of the primary deliveries or services performed during the last 3 years, including information about the value, dates, name of the contracting authority with contact information, as well as a brief description of the nature and content of the delivery, type of building and area in m

A minimum of three references must be presented, covering at least two of the assignment types (schools, nursery schools, sheltered accommodations and nursing homes).

Attachment 9, template for reference overview, must be completed and will be used for qualification purposes.

Requirement 7:

Quality management system: a good and well-functioning quality management system is required for the requested services.

The concept of a quality management system is that i.a., the tenderer is aware of quality objectives, planning, security, handling of deviations, quality improvement and data security.

Copy of a quality management certificate in accordance with ISO 9001:2015 or equivalent certificate or an account of the tenderer's quality management system.

Requirement 8:

Environmental management system: systems and procedures are required that ensure low environmental impact when performing the delivery.

The environmental management system must at least safeguard ongoing improvement of:

The organisation’s competence in environment and safety

The climate impact of the service

Procedures and measures to limit the environmental impact of the delivery, including amongst other things, transport, packaging handling, disposal of equipment, training of personnel, etc.

Copy of Swan Eco-label license for cleaning service for regular cleaning or copy of license for equivalent scheme

And/or

A copy of certificates for the environmental management system in accordance with ISO 14001:2015, Miljøfyrtårn [Eco-lighthouse], EMAS or equivalent schemes.

An account of the tenderer's environmental management system.
