The contracting authority needs to enter into a framework agreement for speech system accessories with active noise protection to TETRA hand-held radio terminals, in addition to a purchasing contract for the purchase of supplementary equipment bought on the framework agreement, with a view to further operation and maintenance of the equipment function. The winner of the contest will get both of the contracts as they belong together.
The purpose of the procurement is to both reduce damaging noise as well as increase the information flow and safety in noisy environments for crews in operative situations.
Use of multi-PTT (push-to-talk) will also ensure more efficient management of multiple connections. Personal noise protection will be part of the personal protective equipment.

The following equipment is included in the contracts:
— noise protection consisting of two ear guards with connection to the multi-PTT/control unit;
— multi-PTT/control unit with connection for a minimum of three connections and a separate port for headset connection;
— extra PTT for connection to multi-PTT/control unit;
— cable from multi-PTT/control until to TETRA radio terminal;
— plugs for noise protection, in different sizes;
— noise protection with form-cast earplugs for connection to multi-PTT/control unit;
— noise protection consisting of headphones for connection to multi-PTT/control unit.
Estimert verdi eksklusive mva: 20 000 000 NOK 💰

Beskrivelse av fornyelser:
If there is a need for equivalent equipment after the end of the contract period, it will be possible to hold a new contest with equivalent purpose/scope.
Beskrivelse av opsjoner:
As an option, the contracting authority can extend the contract for up to 1 year at a time, to a maximum combined contract period of 4 years.
The framework agreement options for 1 year + 1 year extension can only be triggered in writing by the contracting authority at any time during the contract period.
As an option, with expanded scope as a consequences, the following fire service will have the possibility of joining the contract with written notification to the service provider during the lifetime of the framework agreement.
1) Larvik Fire and Rescue;
2) Ålesund Fire Service;
3) Eigersund Fire and Rescue;
4) Trøndelag Fire and Rescue Service;
5) Nordmøre Inter municipal Fire and Rescue Service;
6) The Drammen Region Fire Service;
7) Sandefjord Fire and Rescue;
8) The Moss Region Inter municipal Fire and Rescue;
9) Lunner — Gran Fire and Rescue;
10) Haugesund Fire Service;
11) Asker og Bærum Fire and Rescue.
It will be the same price and contract terms for other fire services as for Rogaland Fire and Rescue. On connection, individual contract terms will be established between the service provider and the connected fire service.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Tenderers must as a minimum achieve a rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.
Minste nivå(er) av standarder:
As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian).
Tenderers are expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's economic situation.

Tenderers can attach a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit assessment shall be based on the last available accounting figures.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Tenderers must have experience from at least two (2) assignments involving delivery of equivalent goods to a public contracting authority.

Documented by attaching a list of the primary relevant assignments during the last five (5) years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. The references will only be contacted if required.
