The Municipal Undertaking for Cultural and Sports Facilities is a municipal enterprise with responsibility for engineering design, construction, administration and operation of cultural buildings and sports facilities in Oslo.
The objective of the tender contest is to enter into 4-6 parallel framework agreements for project management and related support functions for construction projects and other projects related to the Municipal Undertaking for Cultural and Sports Facilities' activities.
The framework agreement period is four years with a mutual access to terminate the agreement. Based on historical figures and plans, the need for project management is estimated to be between NOK 40-80 million over 4 years.

Objektive kriterier for å velge det begrensede antallet kandidater:
Based on the received requests for participation in the competition, the contracting authority shall invite 9 to 12 tenderers who best comply with the following qualification criteria:
‘The tenderer must have extensive experience from project management assignments of the same type and complexity as other projects in the Municipal Undertaking for Cultural and Sports Facilities' portfolio’.
The contracting authority will qualify providers of different sizes for executing the best overall tender contest. The Municipal Undertaking for Cultural and Sports Facilities aims at the following distribution of the qualified tenderers who are invited to submit tenders:

— 1/3 small/medium sized providers,
— 2/3 large scale providers.
The size of the providers is defined as follow:
• small/medium-sized providers: between 5 and 20 project managers working full-time, with at least 3 years experience as project managers;
• large scale providers: more than 20 project managers working full-time with a minimum of 3 years experience as project managers
The three to four best qualified small/medium sized providers are invited to submit tenders (provided that a sufficient number of providers are submitting requests for participation).
The six to eight best qualified large scale providers are invited to submit tenders (provided that a sufficient number of providers are submitting requests for participation).
