The objective of the procurement is to enter into framework agreements which must cover the Municipal Undertaking for Social Housing’s requirements for plumbing.
At present the Municipal Undertaking for Social Housing has an agreement for this area. This agreement expires 1 September 2020 and a new agreement must be entered into, subsequent to the expiration date.
Municipal Undertaking for Social Housing has an agreement for craft services for several trade groups for occupied flats and common areas and for craft services for several trade groups for vacant housing. The agreements in this tender contest concern plumbing work where the assignment includes several trade groups. The current agreement therefore involves plumbing work where this is the sole trade group in the assignment.
The agreement will include works in inhabited apartments and common areas. The framework agreements shall primarily be used by the Municipal Undertaking for Social Housing's department for operations and maintenance but can also be used for relevant assignments for others in the Municipal Undertaking for Social Housing departments.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company.

— Norwegian companies: company registration certificate.

— foreign companies: proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have the financial capacity to fulfil the contract.

• Credit appraisal/rating, not older than 1 year, and that is based on the last known fiscal figures. The contracting authority reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:

— Good experience from equivalent assignments/deliveries is required. This means assignments of corresponding nature, complexity, degree of difficulty and scope.

• Overview of the tenderer's most important, relevant assignments over the last 5 years, including information on the contracting authority, type of contract, time of execution, value of the contract, description of the contract with its content, scope and obligations, and the role of the tenderer, as well as the contracting authority's contact person (name, telephone and email). Annex 9 can be completed or a separate form can be submitted. The contracting authority reserves the right to contact the references.

— Sufficient capacity and suitable manpower to execute the contract.

• An overview shall be given of the company's total manpower and an account that states the company has sufficient capacity and suitable competence to implement the assignment).

Tenderers must have a well functioning quality assurance system.

• A certificate of the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO certification. The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.

— Procedures to carry out the assignment in an environmentally reliable manner.

• The tenderer shall submit documentation verifying that the assignment will be carried out in an environmentally responsible manner. This can be documented by a report of existing routines or a valid certificate from a third party verified system (for example Eco-lighthouse, ISO 14001,EMAS), copy of the table of contents in the tenderer's environmental management system, description of the system or with other relevant documentation.
