Framework agreement for internal and external painting work as well as laying/replacing floors. The framework agreement is divided into 8 lots for different geographical regions in Agder. Commencement of the different contracts will vary from December 2020 in the individual regions to April 2021 in other regions.

An overview and a brief description of requirements:

Requirement 1: tenderers must have their tax, employer's National Insurance contributions and value-added tax payments in order.

Documentation requirement, requirement 1: Tax and VAT certificate. The certificate cannot be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no

For foreign tenderers: foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial director/financial manager.

Requirement 2: documentation of fulfilment of the qualification requirements tenderers use the support of subcontractors to fulfil.

Documentation requirement, requirement 2: applies only to the qualification requirements that the tenderer relies on subcontractor to fulfil, including economic and financial position or technical and professional qualifications.

Økonomisk og finansiell stilling:

Tenderers must have sufficient financial capacity to fulfil the contract.

Documentation:

Annual financial statements from the last 2 years. These must contain notes, the board's report and auditor's report.

Newly established companies must enclose equivalent documentation as long as it is available.

Minste nivå(er) av standarder:

Tenderers must have a credit rating equivalent to minimum A in ‘Bisnode.no’. The contracting authority will obtain a credit rating of tenderers itself.

Teknisk og faglig kapasitet:

Requirement 1:

Description of the company's staffing and organisation with regard to delivering in accordance with the framework agreement requirements. This includes language requirements in accordance with Annex 1, point 9.

A description of the tenderer's qualified personnel that can be used to fulfil the contract, including an overview of personnel with a certificate of apprenticeship within relevant disciplines.

Requirement 2:

A list with an overview and description of the tenderer's most relevant assignments during the last 3 years.

The list/description must as a minimum contain:

• name of client/recipient,

• assignment scope,

• description of the company's role,

• assignment value,

• delivery date,

• brief description of the delivery.

Use Appendix 5 — reference form.

Newly established companies must enclose equivalent documentation as long as it is available. This can for example be experience of employees.

Requirement 3:.

The documentation must be provided in one of the following ways:

Alternative 1: Description of the company's procedures, with emphasis on quality assurance, resource management, management responsibility and HSE.

Alternative 2: If tenderers have an ISO 9001:2000 certificate or equivalent, this will be sufficient to document fulfilment of the requirement.

Requirement 4:

• documentation verifying that the tenderer has master certificate;

• documentation verifying that the personnel have the relevant certificates of apprenticeship.

Minste nivå(er) av standarder:

Requirement 1: tenderers must have sufficient capacity and competence at their disposal for the implementation of assignments/deliveries in the contract.

Requirement 2: tenderers must have good experience from the implementation of equivalent deliveries/comparable assignments for the disciplines the tenderer is being submitted for.

Requirement 3: tenderers must have good procedures for quality management and HSE.

Requirement 4: the tenderer must be a certified ‘Master certificate’ company.

The company must have personnel with certificate of apprenticeship for painting and flooring.

The sum of the estimated scope for the respective framework contracts clearly exceeds the estimated total scope of the entire framework contract portfolio combined. This is because there is great uncertainty as to which regions will require services in the contract period.
