Lindesnes Municipality wants to enter into framework agreements for work clothes and freelance clothing for employees in for example nursery schools, before-and-after school care, the home service, environmental therapy, mental health, Frisklivssentralen, physic/ergo and health stations. The contract can be used by all entities in Lindesnes Kommune.

New LIndesnes Municipality, consisting of the previous municipalities of Lindesnes, Mandal and Marnardal municipality, have signed a contract for work wear to employees. For employees who were already employed at the time of entering into the special agreement, there will be an escalation plan for the purchase of new work wear over 3 years as employees have already purchased work wear in the old municipalities. The volume estimates given in Appendix 4a are thus estimated for a 3-year period based on the number of employees and the estimated need for the number of garments per employee. The number of items per employee is not set. Therefore there is great uncertainty around the estimated number in Annex 4. Footwear is not specified in the special agreements, but is requested in the agreement at the request of employees and several trade unions — there is thus particular uncertainty associated with the estimated scope of footwear as specified in Appendix 4a.

The framework agreemen will apply in the period 1 April 2021-31 March 2023, with an option for the contracting authority to extend the contract one or more time for up to a further 2 years.

Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must have their tax, employer contribution and VAT payments in order.
Documentation requirement:
Tax and VAT certificate. The certificate must not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/person responsible for Finance.

The contracting authority received two (2) tenders in the contest. Both of the tenderers are rejected pursuant to the Public Procurement Regulation § 24-8. The contracting authority thus cancels the open tender contest for work clothes and leisure clothes due to a lack of competition, cf. the Public Procurement Regulation § 25-4 (1). Both of the tenderers will be invited to participate in a tender contest with negotiations without a prior notice, c.f. the Public Procurement Regulations § 13-3, letter a.
