Vestfold and Telemark County shall enter into a framework agreement with one (1) supplier for the installation of exterior signs for the County's municipal operations. The framework agreement shall be entered into with a full range supplier of signs for indoor and exterior use. Signs for indoor use is an option to the contract. The contract also includes services such as professional consulting/consulting services/installation within the relevant field. Vestfold and Telemark County has currently approx. 60-80 different enterprises that must be included in the contract.

Purpose of the procurement

The procurement's value, scope and duration.

The total value of the procurement is estimated to be NOK 20 000 000. The value is an estimate based on statistics and accounting figures for the procurement of equivalent products for the same buyer group for previous years, as well as future budgets. The volume must therefore be considered an estimate that is not binding for the contracting authority.

Vestfold and Telemark County merged to one region from 2020. The main contract (see Appendix 1a — the customer's requirements specification) must cover the need for purchase and/or upgrading as well as installation/assembly of outdoor signs for enterprises in Vestfold and Telemark County that are not currently being redrafted to a new profile. All the external signs on county enterprises in Vestfold and Telemark County must be changed. This applies to orientation signs, facade signs and any markings on main entrances. This applies to a total of 47 enterprises, where the largest area being sixth form colleges and dental clinics. There must also be possible to purchase other sign products from the selected supplier and tenders are requested thereof (C.f. Appendix 1a — customer's requirements specification).

The contracting authority reserves the right to place orders outside the framework agreement in cases where the tenderers cannot cover the contracting authority's need for urgent deliveries or where the ordered products cannot be delivered as expected.

There can be changes in the number of entities that participate in this framework agreement during the contract period, but this will not influence the terms in the contest terms for this contest.

Procurement procedure and notice

The contest will be held in accordance with the Public Procurement Act from 17 June 2016 No 73 (PPA) and the Public Procurement Regulations of 12 August 2016 No 974 on public procurements (PPR).

The procurement will be made as an open tender contest in accordance with the PPR parts I and III. This procedure provides all interested tenderers the opportunity to submit a tender.

Negotiations are not allowed in this contest. Tenders cannot, therefore, be changed after the tender deadline has expired.

Tenderers are therefore strongly encouraged to follow the instructions given in the tender documentation and annexes and to ask questions if they are uncertain. Questions or uncertainties are to be sent in writing through the ‘questions and answers’ section in Visma TendSign.
