The Norwegian Parliament (hereafter called the contracting authority) implements building and rehabilitation projects in connection with the Norwegian Parliament's buildings each year. In this connection, a framework agreement will be entered into with 3 suppliers for project administrative services (PA services), for assistance to the contracting authority in relation to the implementation of the projects.

The PA services will primarily be utilised in projects connected to the Norwegian Parliament's buildings. I.E., the Norwegian Parliament's buildings at Karl Johansgate 22, Prinsensgate 26, Akersgata 18 (leased premises) and 21, Nedre Vollgate 18 and 20, Tollbugata 31, as well as in the contracting authority's 139 service/commuter residences, which are mainly situated in the centre of Oslo.

The individual PA service assignments will vary in size and content and will be of short and long duration. Assignments may be awarded in all phases of a project. A large number of the buildings are listed and construction and rehabilitation works in connection to these buildings will occur according to the antiquarian guidelines n co-operation with Riksantikvaren [The Directorate for Cultural Heritage]. The assignments will normally be implemented in the Norwegian Parliament's premises.

PA services will include the performance of project management/PM (senior and junior project managers), construction management /CM (senior and junior construction managers) and services from project finance. The assignments that will be included in the individual services are primarily described in the service description in the tender documentation documents. They will be further detailed/adapted in the mini competitions for the individual assignments.

Those who are to carry out the relevant assignments are expected to have very good expertise and be able to demonstrate several years of relevant experience within the relevant function. Also see the performance description and the framework agreement in the tender documents.

All call-offs on the framework agreement will occur after mini-competitions between the framework agreement suppliers. Further information will be given regarding the individual assignments in the mini competition documents. The award criteria will be stated in the mini competition documentation. Assignments awarded will primarily be remunerated according to time spent in accordance with the agreed hourly rate. Fixed price may be relevant for some of the assignments.

The scope of the assignment that may be awarded per year is estimated to be 5 000 000 NOK excluding VAT combined for all of the services.
NB: the anticipated scope is based on estimates and that the Norwegian Parliament will not be bound to call-off a specific volume, as the needs may vary from year to year. The contracting authority reserves the right to announce and implement separate competitions for PA services assignments where this is considered appropriate, i.e. For large and special projects.

The framework agreement will initially be entered into for 2 years. The contracting authority will have the right to extend the contract for up to 2 years. I.e. the maximum length of the framework agreement is 4 years.
NB: immediately after the decision regarding award of the framework agreements is made, the Norwegian Parliament will sent out invitations to participate in mini competitions to the 3 relevant tenderers. This assignment will be connected to rehabilitation and reconstruction of areas in buildings in operation and will include 2 project managers and 1 senior construction manager. Those offered in the mini-competition must be available full-time immediately. A minimum of 1 of the 2 project managers will be in the category of senior project manager. The assignment duration is until the end of 2020. Of the offered resources in this mini competition, at least 1 must always be on-site at the construction site (i.e. Not on holiday). This also applies in July 2020. Further information about the reconstruction project and service requirements will be in the mini competition documentation. It must be confirmed in the tender letter, which is in the tender documents, that the requested personnel with the necessary qualifications, ref. the performance description, will be available for the relevant assignment.
