Kristiansand Municipality (the contracting authority) will enter into a framework agreement for delivery of workwear for employees.

The framework agreement will primarily be used by Education and Health and mastery. Other units in the municipality can, at times, place an order under the contract.

The procurement is for, amongst other things, winter jackets and trousers, rain jackets and trousers, and shell jackets and trousers. See Appendix 3 Product and price form for comprehensive listing of requested products.

The procurement does not include shoes (a separate contest will be held for a framework agreement for shoes).

NB: The contract duration is 2 years without an option to extend. The contracting authority does not want to sign a contract with a longer duration as new environmental requirements are expected during this period, especially with regard to emissions of microplastics.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Company registration certificate.

Requirement: tenderers must be a legally established company.

Documentation: company registration certificate or equivalent from the tenderer's home country.

Teknisk og faglig kapasitet:

Environmental management system.

Requirement: the tenderer must have a third-party certified environmental management system such as ISO 14001, EMAS, Eco-Lighthouse or equivalent systems.

Prohibited substances and hazardous chemicals

Requirement: tenderers must have routines for ensuring that the finished products do not include prohibited substances or more than the maximum allowed concentrations of hazardous chemicals that are strictly regulated in Norway.

Documented by: an account of existing routines that document that the requirement is fulfilled.

An account can for example be: a self-declaration that describes how the routines are implemented and function. If the routines are described in the organisation's quality or environmental management system in accordance with, for example, ISO 14001, it is sufficient to enclose a valid certificate.

Licence from ‘Svanemerket’ or other certification schemes documenting that the requirements are met.

Recycling scheme for packaging.

Requirement: tenderers shall be a member of a recycling scheme for handling packaging.

Documented by: documentation that the tenderer is a member of a recycling scheme (Grønt Punkt Norge AS or equivalent) or meets this obligation through the company's own recycling with its own scheme for final processing where any packaging is dealt with in an environmentally-friendly manner. If a tenderer does not fulfil the requirement on the date of the tender, it is sufficient for the tenderer to enclose a declaration that the above documentation will be presented when the contract is signed at the latest.
