Framework Agreement for Waste Containers

Sandnes kommune

The contracting authority needs to enter into a framework agreement for waste containers. The tender contest will be carried out as a cooperation and eight (8) contracts will be signed, one for each municipality and one for IVAR Ryfylke.
The following will be included in the contract:
— 25-35 litre containers with lid
— 80 litre containers and lids
— 140 litre containers and lids
— 240 litre containers and lids
— 390 litre containers and lids (possibly 360 litre containers)
— 660 litre containers and lids.
Approx. 7.5 % of the containers are coloured, the rest have a black containers with various lid colours.
In addition, there are options for gravitation locks, reflector, delivery to several locations and imprinting more than what is standard.
The contracting authority will mainly order complete containers with lids. It is split up to be able to take variations in the combinations between municipalities into consideration.

Beskrivelse av opsjoner:
The framework agreement will be valid for 2 years from the contract start-up date. The start-up date will be as soon as possible after the contract has been signed, as agreed. The contract will be signed straight after the contest and waiting period, without any unfounded delay.

As an option, the contracting authority can extend the contract for up to 1 year at a time, to a maximum combined contract period of 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The tenderer must as a minimum achieve a rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.
Minste nivå(er) av standarder:
As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian).
The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the supplier's economic situation.

The tenderer can enclose a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit assessment shall be based on the last available accounting figures.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Tenderers must have experience from at least two relevant assignments for the supply of goods as described in this document, as regards the scope and complexity.

Documentation requirement: Tenderers must attach a list of the most important relevant assignments the last 3 (three) years. The list must include a statement of the deliveries´ value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. The references will only be contacted if required.
