The contracting authority for this contest is Regionalt Innkjøp i Kongsvingerregionen (RIIK). RIIK is holding the contest, signing the contract and will be the contract administrator on behalf of the municipalities and inter-municipal companies that are participating in the contract (the customers). The customers have a considerable number of buildings, including offices, schools, nurseries, nursing homes, technical buildings, etc., as well as investment/building projects for their own activities. The contracting authority would like to enter into parallel framework agreements for joiners/building.

The contracting authority would like to enter into parallel framework agreements for the following assignments:

— maintenance measures, replacements and changes to existing buildings/constructions;

— alterations and minor contracts.

This procurement is for joinery work/construction work. The work assignments will mainly include:

— internal and external work at municipal buildings in general: offices, schools, nurseries, nursing homes, technical buildings;

— work in wet rooms (wet room certificate);

— work on roofs (certificate for heat work).

Tenders can be submitted for parts of the assignment, i.e., tenders for the following parts:

— Solør: Grue, Våler and Åsnes Municipalities;

— Odalen: Nord-Odal and Sør-Odal Municipalities, as well as GIR's installations in these municipalities;

— Kongsvinger: Kongsvinger Municipality, as well as GIR's installations in Kongsvinger;

— Eidskog: Eidskog Municipality, as well as GIR's installations in Eidskog.

Varighet: 24 måneder
Beskrivelse av fornyelser: The contract can be extended for 1 year at a time, for up to 2 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation: company registration certificate.

Økonomisk og finansiell stilling:

Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Teknisk og faglig kapasitet:

Requirement: tenderers must have experience from comparable assignments.

Documentation requirement: a description of up to 3 of the tenderer’s most relevant assignments in the last 3 years, Annex 6 — response form experience must be completed. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description.

Requirement: tenderers must have sufficient ability and the capacity to comply with the contract obligations.

Documentation requirement: tenderers must attach a list of the tenderer's average workforce and the number of employees in management in the last 3 years.

Requirement: the tenderer's personnel must have all the necessary authorisations, certificates, courses and certificates of apprenticeship, etc., that are required to manage and execute the work in question. There must be at least two people with a certificate of apprenticeship who can carry out the assignment/service.

Documentation requirement: information on the education and professional qualifications of the offered personnel who will carry out the assignment must be added to the competence form, Annex 7.

Requirement: the company must have resources that, as a minimum, have competence that fulfils development class 1 for the building application regulations (SAK 10) for the execution function for the following areas of responsibility:
