Requirements for registration in a company register, professional register or trade register:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Norwegian tenderers: company registration certificate.
Foreign companies: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Requirement for registration at www.mesterbrev.no:
The tenderer must be a documented master plumbing company.
The tenderer must be registered with www.mesterbrev.no
The outlines requirements are available at www.mesterbrev.no a public register. As such, it will not be necessary to submit documentation of fulfilment of the requirements.
Økonomisk og finansiell stilling:
Requirement for tax certificate:
Tenderers shall have their tax, VAT and payroll tax payments in order.
Norwegian companies: Certificates for tax, VAT and employer contribution. The certificate must not be more than 6 months old.
Any arrears or other irregularities must be justified.
Foreign companies: certificates from corresponding authorities in the country where they are registered for tax.
Requirements concerning economic and financial capacity:
The tenderer must have sufficient economic and financial capacity to be able to fulfil the contract.
The requirement will be considered met if a tenderer has:
1) achieved a minimum credit rating of ‘credit worthy’ or equivalent in the last available accounting year; and
2) an average working income/turnover during the last three available accounting years of a minimum NOK 40 million (excluding VAT).
Tenderer must present a credit rating from a certified credit information company licensed to operate such activity. The assessment must not be more than three months old.
If the turnover figures for the last three accounting years are not included in the credit rating, the annual accounts including these figures must also be submitted.
When using a parent company guarantee (see the attachment list), the credit rating of the parent company must be submitted.
A bank guarantee can be submitted that provides equivalent guarantee for the ability to fulfil the contract.
Teknisk og faglig kapasitet:
Requirements concerning technical and professional qualifications
The tenderer must have experience from equivalent assignments.
Equivalent assignments means work with (alternatives).
Hospital for clinic activity.
Or
Assignments with great complexity and degree of difficulty where possible consequences of deficiencies and errors can be severe.
An overview of three equivalent deliveries during the last 5 years that as a minimum contains.
A description of the delivery, including:
— the name of the client,
— date of execution,
— monetary scope of the delivery,
— name and telephone number of the reference person at the client.
The contracting authority must have the opportunity to contact the contact persons listed.
A description of the proportion of the deliveries that the tenderer assigned to subcontractors. References from subcontractors will also be accepted if the works carried out by the tenderer fall under the work considered to be equivalent assignments.

For newly established companies unable to present references, the tenderer is required to highlight that they have the pre-requisites to carry out the work and in this connection must account for the company formation and employee competence.
