The Norwegian Public Roads Administration conducts extensive work with competence development. This occurs both locally within the various service areas/divisions and through a number of joint agency programs. The agency also has close collaboration with university colleges and universities.

The Norwegian Public Roads Administration’s values are to be professional, inclusive and future-oriented. In-line with the values and the agency’s efficiency improvement program, we aim to raise the educational quality of our competence measures. We will do this by developing a more holistic approach to the competence work in relation to target group analysis, didactic analysis, design, implementation and evaluation of competence measures. To ensure that our competence measures have a good effect and contribute to goal achievement, we want assistance in preparing analyses in advance of the measures, which in turn can contribute to an appropriate evaluation afterwards.

The tenderer must be a legally established company.

The tenderer must confirm that they fulfil this requirement when submitting their tenders.

The tenderer must attach the following documentation:

— Norwegian tenderers: company registration certificate;

— foreign companies: documentation proving that the company is registered in a trade or business register as stated in the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

The contracting authority will obtain a credit rating from Experian.

Credit worthiness will be sufficient to meet the requirement.

If in doubt, the contracting authority can obtain further information from tenderers.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity by presenting any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Tenderers must have experience from relevant assignments.

The tenderer must confirm that they fulfil this requirement when submitting their tenders.

The tenderer must attach the following documentation:

A list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, extent/scope, dates, a brief description of the assignment, as well as the name of the public or private recipients.

A tenderer who is newly established and cannot submit references must be particularly careful to demonstrate that they have the prerequisites to carry out the assignment. Newly established tenderer can document that the requirement is met by referring to the experience of offered persons/resources that have developed their competence in the service of other providers.

The tenderer must have sufficient implementation ability.

The tenderer must confirm their fulfilment of this requirement when submitting their tender.

An account of how sufficient capacity for this assignment will be safeguarded. Among other things, a staffing plan must be presented for the assignment, showing the number of in-house employees, contractors, etc.
