Option: Main network assistance.

Most of NHN's routers in the main network are currently installed in towns and buildings associated with NHN itself or the health companies. We have partial access to resources for dealing with new installations of customers or changes, but in the future we expect that routers will also be located in towns where we do not have resources. There will, therefore, be an increasing need to for access to competent personnel. Resources available in this contract could be used for assistance for relevant assignments.

Option: Assistance for assignments for health management.

In 2017 NHN took over responsibility for, amongst other things, the internal ICT function in 12 departments under the Ministry of Health and Care Services. This responsibility also includes services that require work that must be carried out on-site. In areas where NHN has premises, most of the work will be carried out by our personnel, however NHN would like to have the option in this contract to order individual assignments at locations where NHN does not have premises.

The framework agreement.

Minste nivå(er) av standarder:

The economic and financial standing must be documented by the following information for the legal applicant:

(a) Annual accounts for the previous 2 years, the annual reports including the auditor's reports, and any recent relevant information.

(b) Solidity assessment from a company with a licence to run a credit information company. The evaluation must not be older than 6 months at the time of the tender deadline, it must be based on the last approved fiscal figures and should report on the credit worthiness and degree of bankruptcy risk (bankruptcy prediction).

(c) If a legal applicant relies on another company's capacity to fulfil the requirement for economic and financial standing, this company must submit documentation in accordance with points a and b above, in addition to a signed commitment statement, cf. annex 2, which explicitly states that the company joint and severally guarantees for fulfilment of the contract.

Teknisk og faglig kapasitet:

1) Tenderers must have sufficient capacity to fulfil the contract.

2) Tenderers must have good experience from equivalent assignments.

Minste nivå(er) av standarder:

1) Description of the tenderer's available capacity for the execution of assignments. The description shall include an overview of the staffing and the available relevant HR.

If a tenderer will use sub-suppliers, overviews must also be provided for these sub-suppliers. If a tenderer will use sub-suppliers, it must be stated to what degree/which parts of the contract this concerns. It must be clear whether they have previously cooperated with the tenderer, as well as presenting a commitment statement demonstrating that the tenderer will be able to use the necessary resources throughout the entire contract period.

2) A list with an overview of the most relevant, equivalent assignments in the last 3 years. The list must as a minimum contain:

— name and contact information for the customer,

— the contract value and scope

— short description.

The contracting authority reserves the right to contact the references.
