Oslo kommune [Oslo municipality] wants to upgrade and restore historic lighting in selected streets and in selected central places. In 2011, the Lighting Plan for central Oslo was adopted by Oslo city council. The plan includes all outdoor lighting within ring 1 and the neighbourhood streets that lead to down town. The lighting plan provides guidance for designing both public and private outdoor lighting. A prototype of the fixture for the palace candelabra and a fixture of the type pendle/cube will be delivered for control. The client must control that the prototypes are designed in accordance with the requirement specification and give their approval before ordinary production and ordering takes place.

The Agency for Urban Environment is responsible for the majority of the public lighting in the city.
• 60 000 lighting fixtures for roads, streets and urban spaces;
• 5 000 lighting fixtures for lighted ski tracks;
• 840 electrical distribution cabinets connected to top system;
• electricity consumption for street lightings accounts for approx. 21 GWh/year.
With the introduction of intelligent lighting, where Oslo municipality has been an international pioneer, there is currently more than 23 000 smart and dimmable fixture installed, i.e. 38 % of the total of approx. 60 000 fixtures. An individual top system has been established for control and monitoring of the smart road and street lighting. The intelligent lighting supports the goals concerning energy efficient operation in line with the goals of Oslo as Europe’s green capital in 2019 and Smart, safe and green town, and achievement of climate targets.

The framework agreement for historical street lighting fixtures is the next step in the realisation of upgrading and restoring historical lighting and a step in realising the lighting plan for central Oslo.

The lighting plan for central Oslo together with the Street and road lying standard for Oslo gives guidelines and specific requirements concerning execution, design, function and quality of lighting equipment.
After contract signing, details will be clarified in accordance with the design, material selection and structures with the contracting authority. A prototype of fixtures will be delivered for control. The client must control that the prototypes are designed in accordance with the requirement specification and give their approval before ordinary production and ordering takes place.

The scope is dependent on grants through municipal budget processes from year to year, but also operation in the projects where the fixtures will be used.
The first areas will be Slottsplassen and Rådhusplassen. Thereafter, call-offs will be made depending on the progress of the other projects. This concerns Kongens gate, Karl Johans gate, Fridtjof Nansens plass, Roald Amundsens gate and possibly adjacent other streets and areas. The contracting authority cooperates with other parties in the city that have operational responsibility for specific areas concerning the need for fixtures, including in for example Frederiks gate. It is currently not decided whether these fixtures will be supplied through the contracting authority or by collaborating partners joining the contract provisions and terms. In total, it is anticipated that the current need is for several hundred fixtures.

Through publication of the competition we are aware of a need for 280 street lighting fixtures. We are also aware of a need for further fixtures, but the future scope is dependant on grants through municipal budget projects from year to year, as well as operation in the projects where the fixtures will be used. This is the reason that the procurement is implemented as a framework agreement with a duration of 2 years + 1 year + 1 year. Call-offs for fixtures for Rådhusplassen and Slottsplassen will occur immediately after signing the contract.

Options in the requirement specification are i.a. alternative glass and alternative placement of light sources. For further information about options please refer to Appendix 1 and Appendix 2.

Tenderers must be a legally established company.

Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Tenderers must have the economic capacity to carry out the assignment/contract and be credit worthy.

A list of up to five of the most relevant deliveries during the last 5 years, including information about the value, date, and the name of the public or private recipients.
2) Statement concerning the tenderer's quality assurance system/quality management system. If the tenderer is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.
