Oslo kommune v/ Helseetaten

The aim of this procurement is to cover Oslo Municipality, c/o the Health Department's (the contracting authority) need for strategic, administrative, and operative support for work on the Covid-19 pandemic. This procurement will ensure that the contracting authority has access to consultants who can assist the contracting authority with, for example, the follow-up and improvement of the department's planning work, and who can assist in the implementation of Oslo Municipality's TISK strategy (test, isolation, infection tracing and quarantine).

• assignments for the department's public administration work;
• entity and organisation development;
• assistance connected to operational needs within:
— operation and logistics;
— communication and media management;
— HR (recruitment, staffing, and training);
— procurements, contract law and law;
— planning, analysis, reporting;
— ICT and digitalisation particularly connected to the TISK strategy and other pandemic work.
The Health Department will aim to have its own employees in as many of the roles as possible in the project work, but will try to staff the roles so that there is one employee and one hired person working side by side in most positions. This is so as to ensure good professionalism, capacity, and continuity. There can also be a need for the consultant to provide assistance with the line organisation when there are internal capacity shortages due to the reallocation of permanent employees to Covid-19 activities. The need for such assistance will be within the areas described above.

It is not possible to predict the development of the Covid-19 pandemic or assignments in the wake of it. The total scope of the contract is therefore very uncertain. The total financial limit, including the option, is estimated to be between NOK 15 million and NOK 21 million excluding VAT. The estimate is based on approx. 8 consultants, with some being full time and others working part time.

The Health Department envisages that the need over time will probably be approx. eight consultants in varying degrees of employment. The need can vary in line with the swings in the pandemic, but it can decrease over the contract period.
The estimate is only a guide and is without obligation for the contracting authority.

Beskrivelse av fornyelser:
The contracting authority has an option to extend the contract for a further up to 12 months on unchanged terms. There can be a call-off for the option for the entire twelve months, or the option can be split into several call-offs. The contracting authority must, at the latest 2 weeks before the contract expires, give the tenderer written notification of whether the option will be taken up.

Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
This point will be subject to assessment of turnover, annual results, as well as key figures in the balance sheet.
Documentation requirement:
The company's last annual financial statements including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit ratings on its own initiative.

Qualification requirements:
The tenderer shall have good experience from similar deliveries.
Similar deliveries means deliveries of consultancy services for organisations of a certain size and complexity.
It is sufficient that the tenderer's deliveries combined document sufficient experience from comparable deliveries.
Documentation requirement:
A short description of up to the three most important deliveries in the last 3 years. This includes information on:
• name of the recipient;
• contact information for the recipient: name of the contact person, telephone number and email address;
• name of the delivery and what role the tenderer had in the delivery;
• a short description of the content of the delivery, including the delivery scope, the contract's value in NOK and the date/period.
It is the tenderer's responsibility to confirm relevance through the description.
