The framework agreements are for the procurement of assignments for communication consultants and associated services. The start-up of the contract will be 26 August 2021. Tenderers must be able to undertake to being a total supplier for the communication services requested in the contract period. This means that the contract will cover a general service that, in addition to assistance from communication consultants, will also cover the procurement of other goods and services that are included in a concrete assignment. Examples of the latter are the procurement of different materials that can be used in different campaigns, as well as assistance from consultants in other disciplines, such as film production and games development. Each assignment will determine what services are required. If the tenderer does not have the resources in his own organisation to carry out a concrete assignment, the tenderer will be responsible for signing contracts with sub-suppliers so that an overall service can be offered to the contracting authority.

Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must be a legally established company.
Documentation: Norwegian companies: Certificate of Business Registration.
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have the financial capacity to carry out the assignment/contract.
Documentation requirement: credit evaluation/rating, not older than 1 year, and which is based on the last known fiscal figures.
The contracting authority reserves the right to obtain a credit assessment itself.
Teknisk og faglig kapasitet:
Requirement 1: Tenderers are required to have implemented environmental management measures that ensure that the tenderer has methods for working actively and systematically to reduce negative environmental impact from activity related to the implementation of this contract. This involves reducing the impact on the environment from consumption, including materials, resources, and energy use, and avoiding using vulnerable resources.

Documentation for requirement 1: A description of the tenderer's environment management measures.
• If the tenderer has certificates from independent bodies documenting the environmental management system, these can be presented as documentation.
The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme), or other acknowledged environmental management systems stated in the decree (EF) No. 1221/2009 article 45, such as the Environmental Lighthouse Scheme, or other environmental management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001.

Requirement 2: Good experience is required from equivalent assignments.
The following will be particularly emphasised if there are a surplus number of qualified tenderers, c.f. point 2.4 above:
• experience from assignments of the same nature as that described in the list in point 1.2 above;
• experience of being a total supplier for assignments that involve different service elements;
(e.g., preparation of material and the use of consultants from other disciplines, etc.).
• Experience from the public sector will be weighted positively.
Documentation requirement 2: A description of the tenderer's 3-5 most important, relevant assignments carried out during the last 3 years.. The overview must state:
• who the contracting authority was;
• name of a contact person;
• the assignment's scope and value;
• as well as the date and place of the assignment;
• a description of the assignment that shows relevance for the contracting authority.
The attached template must be used 'Annex 1 Template for Project Overview'.
If more than five reference projects are submitted, only the first five will be assessed.
Requirement 3: Tenderers are required to have the capacity to fulfil the contract.
Documentation requirement 3: An account of the tenderer's average total workforce and the number of employees in the administrative management during the last 3 years. The account can be shown by an organisation chart with names/positions.

After reviewing the requests for participation in the contest, the contracting authority will invite the 5 tenderers that best meet the qualification requirement 'experience from equivalent assignments', to submit a tender.
