Drammen Kommune v/Programområde Kultur, idrett og frivillighet [Drammen Municipality] c/o the program area culture, sport and volunteering hereby invites tenderers to participate in a tender competition for a framework agreement for the hire of audio, lighting and stage equipment. The technical delivery will cover the need for personnel and equipment within the areas of audio, lighting and stage. The contract applies to assignments where there is a need to hire both equipment and personnel and other assignments where there is only a need for the hire of equipment.
When the hire will only be of technical personnel within audio and lighting, the contracting authority is free to hire this outside of the contract.
Interested tenderers are invited to Drammen Rådhus [Drammen City Hall] on Wednesday the 19 of February, 10.00-12.00. All interested suppliers are encouraged to participate in a meeting where it will be possible to ask questions regarding the tender documentation and submission of tenders. Minutes from the meeting will be available for all who register their interest for the competition.
Registration is via the communications module in Mercell. The deadline for registration is Friday the 14 of February, 12.00.

The program area for culture, sport and volunteering regularly arranged different concerts and other cultural events of varying size and character, where there is a need to hire in equipment and technical personnel. Typical events in the different municipal sectors can be:

— Blåkkfestivalen på Fjell [the Blåkkfestival on the Mountain],
— Bydelsdagen [District Day],

— concert and events in Fossekleiva Kultursenter [Fossekleiva Cultural Centre],
— Kulturhælja [Cultural Hall].
Annual plan with an overview of fixed events is attached, see Appendix 6.
The contract will be signed as a parallel framework agreement with 3 tenderers, as a long as there is a sufficient number of suitable tenders and offers.
For call-offs with a value of up to approx. 60 000 NOK, the contracting authority utilises the waterfall method. The supplier that the municipality signs a contract with will be arranged from 103, based on fulfilment of the award criteria. The tenderer who submits the best tender will be ranked as No 1 and will be requested, etc.

For call-offs with an estimated value of over 60 000 NOK, or where the contracting authority finds it most appropriate, mini competitions will be implemented between the selected tenderers. By implementing mini competition, the selection of supplier will be based on 1 or more of the award criteria in the main competition:

— quality of products.
Weighting/prioritisation of the award criteria may vary depending on the concrete need and will be defined in the individual mini competition.
Contracts signed after call-off on the framework agreement cannot result in worse conditions than those in the framework agreement, unless this is agreed separately and in writing.
