The Labour and Welfare Department (Norwegian abbreviation: NAV), c/o the IT department calls for tenders where the aim is to enter into a framework agreement with an approved partner of the Atlassian system. The framework agreement includes the purchase and maintenance of Atlassian software licenses and third-party supplementary software from the Atlassian Marketplace (plug-ins), as well as advisory services, courses and training related to the software included in the agreement.
The framework agreement must ensure the contracting authority flexibility for covering the current and new requirements for software and services from Atlassian and third-party providers. The contracting authority expects an increased use of cloud services and is continuously evaluating the new technology. The framework agreement must give the contracting authority access to a high-quality and updated market and technology competence.

The agreement must continue licenses and maintenance services and cloud services for the current Atlassian system.
The tenderer must comply with the requirements for the function as our partner related to Atlassian products, which includes:
— obtain terms and clarifications on the Atlassian software and related third-party software and any cloud services (Saas) that are offered for use in NAV;
— contribute to the management of the contracting authority's agreements and licenses for standard software and cloud services;
— provide consultancy services regarding license questions;
— secure optimal licensing and prices that are appropriate in the market;
— contribute to advisory and consultancy services;
— contribute to implementing certification courses.

Beskrivelse av fornyelser:
The contract period will be 2 years from when the contract is signed. The contracting authority has an option for extending the agreement for 1 + 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers are required to have a legally established company.
Documentation requirement: Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.
Foreign tenderers: certificate of registration in the company register as prescribed in the legislation of the country in which the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: Norwegian tenderers must have their tax and VAT payments in order.
Documentation requirement: Norwegian tenderers: A Tax and VAT certificate from the tax authorities. The certificate shall not be older than 6 months from the deadline for requests to participate in the tender contest.
Requirement: tenderers are required to have good financial capacity to fulfil the contract.
Documentation requirement: the contracting authority shall obtain credit appraisal carried out by Experian, see www.www.experian.no If a tenderer believes that the credit rating will not provide an accurate picture, supplementary information is to be attached to the request for qualification.

Teknisk og faglig kapasitet:
Requirement: good ability to comply with the documentation requirements: an overview of the tenderer's average annual workforce and the number of managerial employees over the past 3 years.
A description of the tenderer's implementation ability that includes:
— a description that gives an overview of entities at the tenderer's disposal that of relevance to the scope of the framework agreement;
— number of relevant resources in accordance with the content and scope of assignment for: technical consulting/product specialist for Atlassian technology, implementation projects for cloud services and new technology.
The personnel proposed to the assignment shall not be specified and CVs not submitted. Regarding the above description, the Tenderer must take into account the contents of point 1.3 and 1.4 in the qualification documentation.
Requirement: relevant experience from similar assignments is required.
Documentation requirement: the description must include up to three of the tenderer’s primary, relevant contracts during the last 3 years. Cf. points 1.3 and 1.4 in the qualification documentation. The description for each assignment must include: Recipient/contracting authority, date and contract period, subject area, value (if the tenderer is unable to provide the value due to confidentiality, we request that the tenderer provides the number of man-labour years for the Tenderer's input), the tenderer's function/area of responsibility, a description of the assingnment, including used system/technology. The template in Annex 2 must be used for this point. Name and contact details for the reference client’s contact person who can confirm this information must be provided on request.

Documentation requirement: a brief description of the tenderer's general methods and processes that are relevant to ensure the quality of the service. There must be no sales text, product descriptions or descriptions of experience.
