Framework Agreement for Teaching Language and Cultural Understanding — Arabic

The Ministry of Foreign Affairs invites tenderers to participate in a contest for the procurement of teaching services in Arabic and cultural understanding. The contracting authority will enter into three parallel framework agreements with Arabic language teachers.
The following types of courses have been held so far: language training candidates (over three terms), group teaching at different levels, one-to-one maintenance teaching (B1/B2 and up), coaching (specifically trade related) and intensive courses for 1-2 weeks duration.
All teaching and meetings will take place in the contracting authority's premises in Kronprinsensgt. 9, Oslo, unless special circumstances require something else.
Even if a tenderer offers several persons/language teachers, the resources will be assessed individually. The contracting authority will carry out an individual assessment of each resource and award a framework agreement per resource.

Language and cultural understanding are amongst the foreign service's most important work tool and are defined as parts of UD's core competence.
In order to reach their entity targets, the Ministry must have appropriate and sufficient competence within language and cultural understanding. The work put into the appropriation, development and maintenance of this competence must reflect the foreign policy aims, and be anchored in analyses of existing and future needs and competence gap.

The training in language and cultural understanding must be connected to UD's activity and it must give each employee the necessary language skills to carry out their work assignments and be prepared for an upcoming departure.
Existing language competence must be maintained in a long term perspective, so that competence is not lost in periods when the language is not in active use. A lot of emphasis is put on the courses being relevant to the activity and reflecting each employee's language needs.

In addition there are departure preparation courses (particularly in the spring) for those travelling and their accompanying families.
Tenderers must be able to provide teaching in all these types of courses and must have good knowledge of the European framework for language. Tenderers must also be able to provide assistance with language testing.
The tendency over time shows that 1-1 teaching increases in extent compared to other forms of teaching.
Tenderers must reckon on most teaching be carried out within ordinary working hours.
All teaching and meetings will take place in the contracting authority's premises in Kronprinsensgt. 9, Oslo, unless special circumstances require something else. This will be specially agreed. The fixed hourly rates will also apply for this type.
