The objective of this agreement is to cover the Norwegian Defence Material Agency ICT capacities and the Norwegian Armed Forces' need for installation services for new establishments, expansions, changes and repairs of cable installations and supporting interface in the Norwegian Armed Forces' ICT Infrastructure throughout Norway. The procurement will be made through the announcement of two subcontracts. One contract for North Norway and one contract for South Norway.
The deliveries will primarily consist of new establishments, changes and repairs of cable installations and supporting ICT infrastructure at the Norwegian Armed Forces' locations nationwide. For further information see that attached tender documentation.

Qualification requirement:

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement:

Norwegian tenderers: company registration certificate.

Foreign tenderers: verification that the tenderer is registered in a company register or trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

Economic and financial capacity

Qualification requirement:

Tenderers must have adequate economic and financial capacity to carry out the assignment. The contracting authority will, amongst other things, assess key figures such as the operating margin, degree of liquidity and equity ratio.

Documentation requirement:

Credit rating from a certified credit rating company, based on the last known fiscal figures. The rating must not be older than 3 months.

Technical and professional qualifications

Qualification requirement:

Tenderers must have have good experience from similar deliveries. Types of deliveries that are relevant:

— ICT installation inside and outside;

— establishment of ICT cable infrastructure on the ground, in the air and at sea.

Documentation requirement: an overview of the tenderer's three most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a statement of:

— the assignment value;

— dates;

— recipient (name, telephone number and email address);

— a brief description of the delivery.

It is the tenderer’s responsibility to document relevance through the description.

Qualification requirement: tenderers must have Ecom network authorisation from NKOM.

Documentation requirement: copy of the authorisation.

System for quality assurance and environmental standard.

Qualification requirement: tenderers must have a good and well-functioning quality assurance system. This means that the tenderer must have procedures to ensure that all laws and regulations covering the part of the company that will work with this contract are upheld.

Documentation requirement: a description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Qualification requirement: tenderers must have an environmental management system that, as a minimum, consists of the following elements:

— a general environmental policy for the company;

— a system to monitor and control the important characteristics of the company’s operations that can have significant impact on the environment.

Documentation requirement: a description of the environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
