The contracting authority would like tenders for a framework agreement with an authorised plumbing company for the execution of installation and maintenance work on pipes and technical HVAC and sanitation installations in institutions connected to the health trust. Helse Førde HF would like tenders for framework agreements with hourly rates and material for installation and maintenance work. The intention of the framework agreement is to cover Helse Førde HF's continual need for services within the discipline. The work assignments can be for a short or long duration. There can be individual jobs or several connected jobs. Within ordinary working hours on ordinary working days, Helse Førde HF has a continual need for this service. There will be a sporadic need for this service outside ordinary working hours.

A project manager for all work must be offered in the delivery, who will see to the necessary planning and documentation in accordance with the current regulations and rules, as well as Helse Førde HF's own guidelines. This work includes, amongst other things, risk assessment (before the start-up of all jobs), compliance with the classification of medical area, MOM and ‘as-built’ documentation. In some cases engineering design services will be part of the project manager's responsibility, in other cases this will be undertaken by Helse Førde HF or an engineering design company.

Option for an extension.
The contracting authority has a unilateral right to trigger an option to extend the contract for up to 1 year + 1 year. The options are triggered automatically and on identical terms unless otherwise requested by the contracting authority.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: requirements regarding tenderer's registration.
Documentation requirement: tenderers shall present documentation of their legal registration in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirement: tenderers must have sufficient economic and financial solidity to fulfil the contract obligations.
Economic and financial capacity means that the tenderer must meet the following requirements as regards key financial figures: Credit rating equal to B or better, measured on AAA Soliditet's scale or equivalent score from another reputable rating company.

Documentation requirement: credit rating (not older than 6 months from the deadline for receipt of tenders) from an approved credit rating company, based on the last known fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service. If a tenderer has a valid reason for not being able to present the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable, cf. § 16-4, including, for example, a parent company guarantee, etc., with a satisfactory credit appraisal that represent an equivalent guarantee for the implementation ability. This alternative documentation must be included with the tender offer.

Teknisk og faglig kapasitet:
Qualification requirement: tenderers must have a well-functioning quality assurance system.
Documentation requirements: tenderers must submit a certificate from an independent body that the tenderer's quality assurance system is certified. The certificate must show that the quality assurance system is based on a relevant European standard series, e.g., ISO 9001. The contracting authority will also accept equivalent certificates issued by bodies in other EEA countries. The contracting authority will accept other documentation of equivalent quality assurance systems if the tenderer does not have the possibility to obtain such certificates by the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards.

A project manager will be offered in the delivery for all work. The project manager will attend to necessary planning and documentation in accordance with Førde Hospital Trust's own guidelines. This work includes, amongst other things, risk assessment (before commencement of all jobs), adherence to classification of medical area, FVD and ‘as built’ documentation. In some circumstances the engineering design will be part of the project manager's responsibility, but in others, it will be carried out by Førde Hospital Trust or an engineering design company.
