Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company

— Norwegian companies: company registration certificate,

— foreign companies: proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.

Økonomisk og finansiell stilling: Tenderers must have sufficient financial capacity to fulfil the contract.
Minste nivå(er) av standarder:

— the contracting authority shall obtain a credit rating based on the last known fiscal figures,

— the contracting authority reserves the right to obtain other documentation from the tenderer if this is necessary for evaluating the requirement.

Teknisk og faglig kapasitet:

Tenderers must have the capacity to fulfil the framework agreement.

The tenderer must have good experience from similar assignments.

Equivalent assignments means:

— maintenance and repairs of outdoor areas in nurseries, children’s parks, including the delivery of ready surfaces and installation of playground equipment,

— improvements of foot paths, surfaces, places with asphalt or pavement blocks for all types of buildings, such as nursing homes, emergency buildings, museums and housing.

The tenderer must have competence in:

—— technical trench digging work;

—— works along roads;

—— playground equipment, including prevailing regulations and must be able to verify courses held/training regarding work with playground equipment;

—— the tenderer shall have a well-functioning quality assurance system that is relevant to the content of the contract;

—— tenderers must have a satisfactory environmental management system suited to the content of the contract;

—— tenderers must present documentation showing their environmental performance/procedures within the themes of purchasing, energy, waste, transport and/or emissions (only relevant subjects).

Minste nivå(er) av standarder:

— the tenderer must give a statement of the average workforce and number of managerial staff during the last year,

— note: individual CVs do not need to be submitted,

— list of the most important deliveries or services performed in the past 3 years, including information on the value, date, and the name of the public or private recipients with contact information for possible references,

— note: Individual CVs are not requested here,

— the following information on education and professional qualifications must be presented:

—— ADK 1 certificate for minimum one person with competence/education in the trench digging team;

—— documentation showing that the workforce that are executing works on roads have the required course in work notification procedures;

—— a statement on how the personnel that shall execute the work with the playground equipment have been trained in the prevailing regulations and standards for playground equipment;

—— the tenderers shall submit a description of their quality management system, including the tenderer’s quality assurance measures.

— the documentation shall as a minimum contain a description of the following:

(a) the organisation’s quality policy and quality goals;

(b) the work processes and work procedures that are relevant to the contract’s content;

Documentation can be requested.

 Alternatively:

The tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.

— tenderers shall present a description of the their environmental management measures.

The description shall include procedures and check-lists for the services offered in the contract, that show satisfactory environmental management of the deliveries/services.

The procedures and the check-lists shall show how the tenderer meets the requirements for outer environment in accordance with the internal control regulation and pollution control act.

The tenderers shall document that the system is regularly reviewed, and that they have an active system for deviation management and improvements.

Alternative 1:

If a tenderer is Eco-lighthouse certified, it is sufficient to enclose the certificate.

Alternative 2:

If the tenderer has ISO 1400 certification or equivalent, it is sufficient that the certificate is presented.
