Grimstad kommune

The procurement will cover the contracting authority's need for ongoing and operations related contractor services (the Service) as support for daily operations and the development of the municipality's properties. The need will be covered by entering into subcontracts within several areas.
A subcontract will be signed for each contractor Service. The subcontracts are divided up as follows:
1) Electrical Services,
2) Plumbing Services,
3) Carpentry Services,
4) Ventilation and Flashing and Guttering Work,
5) Painting and Floor Laying,
6) Ceiling and System Walls,
7) Key Systems.
The Service covers different projects of a varying nature, size, cost, duration and degree of difficulty in the contract period. Dates will be given for the individual services in the call-offs.

K4. K4: Tenderers must have broad experience from comparable assignments, including an equivalent scope and complexity to this contract.
K5. Tenderers must have a sound quality assurance system in order to implement this contract.
K6. Tenderers must have a good and well-functioning environmental management system, showing that the tenderer safeguards relevant environmental considerations connected to the Services that will be provided.
K7. Authority approval. Tenderers must state that they have achieved all the required authority approvals for the implementation of this contract. Tenderers will be held responsible if this statement is incorrect.
K8. The contracting authority requires that tenderers participate in a recycling scheme for cartons, plastic, glass and metal packaging for the implementation of this contract.
K9. Tenderers must have sufficient competence to implement the contract.
K10. Tenderers must have the sufficient technical capacity and equipment to implement the contract.
K11. Tenderers must provide information about any subcontractors, what assignments and how much of the contract will be implemented by the subcontractors. Tenderers will be responsible and fully liable for their offered subsuppliers as if they were the tenderer's own personnel.

A1. Certificate for tax, payroll tax and VAT. Tenderers shall not have significant unsettled obligations regarding the payment of taxes and duties.
A2. Insurance tenderers must at all times have insurance that is sufficient to cover claims from the contracting authority or third party as a result of the tenderer's responsibility or risk in accordance with the contract.
A3. Grimstad Municipality must, when selecting suppliers and manufacturers, use its influence within the limitations set in the current Norwegian legislation, international law and system of agreements, in order to contribute to products being manufactured in an ethically responsible way. For the procurement of wood in furniture, office fixtures and building materials that come from tropical timber, the tenderer must declare that the delivered products in the contract are manufactured on the basis of the principles for sustainable development. When procuring products, the tenderer must declare that the offered products and the entire underlying value chain, do not include products that were manufactured contrary to the ILO's (International Labour Organisation) core convention:

(e) Whitewashing money or financing terrorism,
(f) child labour and other forms of human trade.
Futhermore there must be confirmation that the tenderer has not have been found guilty for a punishable condition concerning professional conduct nor have been guilty in their profession of serious negligence of professional and ethical requirements in the branch in question.

Vilkår for kontraktoppfyllelse:
Orders for any Services will be made through call-offs.
The hours used for each subcontract must be provided. The tenderer's hourly rates must include all travel and return costs to and from the different places of work/locations. The hourly rates must apply for all places of work/locations within the municipality's borders.

Place of work/location in this context means; each individual school, nursery, nursing home, treatment plant, pump station, etc. in the entire Grimstad Municipality.
The contracting authority has no obligation to award assignments under the contract or to purchase a minimum volume of assignments or Services from any of the tenderers in the contract.
Particular attention is drawn to the fact that some of the Services covered by the contract can also be covered by other contracts that the municipality has signed. This can affect any estimated volume for the contract.
