Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers are required to have a legally established company.
Documentation requirement:
Norwegian companies: company registration certificate.
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have the financial capacity/provide assurance that the tenderer will be financial viable to fulfil the entire assignment/contract, and the company is required to have good credit worthiness (requirement A).
Documentation requirement: Asker municipality will obtain a rating itself from Bisnode Norge AS.
If for valid reasons the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial standing with any other document that the contracting authority is able to accept/finds suitable.

Companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such cases the requirement for a satisfactory credit rating can be complied with by presenting alternative documentation, which must be included as a part of the tender.

The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than six months old at the deadline for submitting a request for participation in the competition or tender. Certificates can be ordered from Altinn.no

Teknisk og faglig kapasitet:
Requirement:
1) Tenderers must have experience from assignments of equivalent nature and scope;
2) Tenderers must have the capacity to fulfil the contract in a good way during the entire contract period.
Documentation requirement:
1) A short description of the tenderer's three (3) most relevant assignments in the last 3 years, together with information on the contract value, date of delivery and the name of the recipient;
2) A description of the the technical personnel and technical units that the tenderer has at his disposal for fulfilment of the contract.
Requirement: tenderers must have a quality assurance system suitable for the delivery.
Documentation requirement: a description of the tenderer's routines and methods for quality assurance. If a tenderer is certified in accordance with ISO 9001, or equivalent quality assurance certification, and this is described in the certification, it is sufficient to provide a copy of a valid certificate. Tenderers must state where in the certification the requirement is met.
