The contracting authority will enter into a contract with 1 tenderer for a framework agreement that will mainly include modelling services within sewage and surface water. The contract includes the hire of measuring equipment, (including placement, taking down, and operation during the hire period), processing measurements data, calibration of models, running calculations, and capacity assessments. In addition, a lot of emphasis will be put on the chosen tenderer being able to create an active modelling environment together with the four contracting authorities. Seminars and workshops will be arranged in cooperation with the tenderer, and training is an important part of the assignment.

There is a need for assistance with the following assignments:

— training employees,

— establishment of models for new areas,

— maintenance of models (updates for Gemini and new installations),

— calibration of new areas,

— running models after special events in order to uncover weaknesses/bottlenecks,

— running models for annual reports to the County Governor,

— running models for clearance plans (see the effect of various measures),

— running models for major development projects in order to check capacity in the sewage network/surface water network, consequences for surface water drainage, flood routes, etc.

The annual amount of assignments under the framework agreement is expected to be an average of approx. 500 consultancy hours. In addition, the expectation is that between 80 and 100 water flow, level, and/or overflow meters will need to be hired by the four municipalities. There will be annual workshops/seminars. The amount of assignments can vary from year to year, and the distribution amongst the contracting authorities can vary.

Beskrivelse av fornyelser:

The contract period is 2 years, starting 6 March 2021, with an option for an extension one or more times, for up to 2 years. The total contract period can be 8 years if the full option is taken up.

There is an option to procure the hired measuring equipment at the end of the contract.

There are requirements regarding the tenderer's tax and duty documentation, organisational and legal position, economic and financial position, and technical and professional qualifications.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial solidity for the contracting authority to be assured that the tenderer will be financially viable throughout the contract period.

Minste nivå(er) av standarder:

Expanded credit rating/report, not older than three months, from a publicly certified credit rating company with character A (credit worth) or equivalent or better rating. The report must be based on the last known fiscal figures. The date must be clear.

Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.

Quality management system.

A good and well-functioning quality management system is required for the requested services

The concept of a quality management system is that i.a., the tenderer is aware of quality objectives, planning, security, handling of deviations, quality improvement and data security.

Information security management system.

A good and well-functioning management system is required for information security for the services that will be provided.

Implementation ability

A description of the tenderer's technical personnel or technical units the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not.

And

A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.

Experience

A list of the most important deliveries or services performed during the past 3 years, including information about the value, date, and name of the public or private recipients with contact information.

Quality management system.

Statement of the tenderer's quality assurance system and/or copy of certificate for the quality control system in accordance with ISO 9001:2015 or equivalent certificate.

Information security management system.

Statement of the tenderer's management system for information security, or a copy of a certificate for the management system for information security in accordance with ISO 27001, or an equivalent certificate.

The tenderer's qualifications will be assessed on the received documentation. Only tenderers who are qualified will have their tenders evaluated. In order to decide whether a tenderer has sufficient qualifications, tenderers are asked to submit provisional documentation of the requirements by completing the self-declaration (ESPD) in the Mercell contest system.
