Nye Veier

The purpose of the framework agreement is to connect with a license partner who will deliver and offer services related to the contracting authority's need for licenses, services and consultancy services. This includes amongst other things, purchase, hire and maintenance of software, consultancy services and associated LSP services within specific product areas. The framework agreement must also cover equivalent services for products that are delivered as software as a service (SaaS), platform as a service (PaaS) and infrastructure as a service (IaaS). Tenderers must have broad competence and access to a broad product range, and must be able to put together good solutions based on the contracting authority's need, including co-ordination, administration and interaction with Nye Veier and sub-contractors/manufacturers.

The contest will be held in accordance with the Public Procurement Act from 17 June 2016 No 73 about the Public Procurement (PPA) and regulation from 12 August 2016 No 974 concerning Public Procurements (PPR) part I and III. The contest will be held as an open tender contest, cf. PPR § 13-1 (1) and § 23-6. After this procedure, all interested suppliers can submit tender offers. It will not be possible to negotiate regarding the tenders, cf. PPR § 23-6 (3). NB that ambiguities, reservations and deviations in the tenderer's offer can lead to rejection, cf. point 10. The tenderers are therefore strongly encouraged to follow the instructions provided in this tender documentation and Annex. The contracting authority has the right to ask the tenderers to forward, supplement, clarify or complete received information and documentation in accordance with the provision in PPR § 23-5. The tenderers must ensure that their participation in the contest is in accordance with the rules in the Competition Act.
