The framework agreement must cover the need for cars for the entire municipality. Leasing and purchase of cars are required. Orkland municipality has a clear environmental profile and a goal that at least 2/3 of the municipality's car fleet should be electric cars. The scope of the agreement is based on experience from the merging municipalities. In total it were just under 70 leased cars as well as cars owned by the municipalities. After the merger, there are many uncertainties that can affect the need and call-off for cars.
