Documentation requirement:
— Norwegian tenderers: company registration certificate.
— foreign tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient economic and financial capacity to comply with the contractual terms.
Documentation requirement:
• Credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with licence to conduct this service.
• Declaration of turnover from activities in the last 3 fiscal years.
Minste nivå(er) av standarder:
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Requirement:
Tenderers must have good experience with comparable assignments.
Documentation requirement: description of the tenderer's most relevant assignments in the last 3 years.
The description must include:
• the contracting authority;
• contact information for the contracting authority's contact person;
• a short description of the delivery including what was delivered and its value;

Background for the cancellation: It states in the tender documentation point 10.1 and PPR § 25-4 that the contracting authority has the right to cancel the contest if there are ‘justifiable reasons'. The background for the cancellation is that the contracting authority, after rejecting multiple tenderers, only has one remaining offer. Therefore there is a lack of competition. It is stated in the tender documentation that a lack of competition is considered justifiable reason to cancel. This also follows on from KOFA practice, cf. among other things, 2019/630. A new tender contest will be published shortly.
