Folketrygdfondet would like to enter into a framework agreement with three service providers of:
— hardware and software as stated in Annex 1; and
— consultancy services connected to the installation, maintenance and training services as stated in Annex 1.
The aim of the framework agreement for the hardware and software, as well as the consultancy services is to ensure good deliveries of standardised ICT equipment for Folketrygdfondet.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must have their tax and VAT payments in order.
• tax certificate,
• VAT certificate.
A tax certificate and a VAT certificate for paid fees issued either by the local tax office or the tax collection office where the tenderer's head office is located.
The certificates must not be older than 6 months calculated from the submission deadline.
Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Tenderers must be a legally established company.
• Norwegian companies: company registration certificate;
• foreign companies: documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling: Tenderers must have the financial capacity to implement the assignment.
Minste nivå(er) av standarder:
• The last annual accounts, including the annual report of the Board and the auditor's certificate.
• Information about any recent conditions that may be of relevance to the company’s accounting figures.
Teknisk og faglig kapasitet:
— tenderers must have good availability and implementation ability;
— a good and well-functioning quality assurance system is required for the services that shall be provided;
— good experience is required from similar deliveries.
Minste nivå(er) av standarder:
A description of the company’s business, including use of/requirement for subsuppliers and for which assignments this applies.
An overview of the tenderer’s workforce and number of employees providing the consultancy services requested in this tender notice.
Tenderers must describe the quality assurance routines in relation to the contracting authority, internally in the organisation and in relation to subsuppliers.
The tenderer's most relevant deliveries in the last 3 years, including a description of the assignments, their value and dates.
Information on contact persons for each reference must be provided.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Folketrygdfondet will use the Government's Standard Contract SSA-R 2015 with the accompanying Annexes to regulate the terms of the framework agreement, cf. Annex 2. When contracts are awarded under the framework agreement, the standard contracts mentioned in Annex 3 will regulate the contract terms between the parties. Any conditions that a tenderer has to the framework agreement must be clearly stated in accordance with the instructions in chapter 4.2. The framework agreement will be valid for 4 years from when the contract is signed. The length of each subcontract will be agreed in each individual case.
