As a starting point Oslo Municipality is a self assurer. At the same time, the municipal entities can consider to take out liability insurance, including for major construction and infrastructure projects.
VAV has several building and construction projects. The agency's largest ongoing project is New Water Supply Oslo. A lot of the work will be carried out below ground, and there will be a risk of damages to third parties along the entire site area. Typical damages can be vibration and settlement damages. It is, thus, natural to assess the risk picture, and whether Oslo Municipality would like to act as a self assurer in this project.
The content of this framework agreement is detailed in the annexes of SSA-R (particularly annex 1).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— tenderers must be a legally established company.
Documentation requirement:
— Norwegian tenderers: company registration certificate
NB: VAV will obtain the company registration certificate itself from brreg.no.
— foreign tenderers: a verification showing that the tenderer is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
— the tenderer must have sufficient financial capacity to execute the framework agreement.
Documentation requirement:
— the entity's annual financial statements or extracts thereof if the publication of the annual financial statement is required in the country where the tenderer is established. NB: VAV will obtain the annual accounts itself from brreg.no.
and
— credit rating. NB: VAV will obtain the credit rating itself from Creditsafe Norway AS.
Teknisk og faglig kapasitet:
— experience is required from contracts of a similar nature and complexity.
Equivalent nature means insurance broker services related to building and construction work.
Documentation requirement:
— an overview of the most important services that the tenderer has carried out during the last 3 years, together with information on the contract value, date of delivery or execution and name of the recipient.
Requirement:
— tenderers must have good capacity.
— a description of the tenderer's average annual workforce and the number of employees in the management in the last 3 years.
