Liste og kort beskrivelse av regler og kriterier:
Requirement: Norwegian tenderers must have their tax, employer contribution and VAT payments in order.
Documentation: Tax Certificate, not older than 6 months calculated from the tender deadline
Requirement: Tenderers must have a licence to practice professional security guard services in accordance with the Act dated 5 January 2001, No 1 on security guard services (the Security Guard Services Act) Section 2, c.f. Section 3.
Documentation: Copy of a licence.
Requirement: tenderers must have the economic capacity to fulfil the framework agreement.
Documentation: an overview of personnel that the tenderer can use to fulfil the framework agreement: total number of security guards. The number of security guards with security clearance 'confidential' in accordance with the Security Act.
Requirement: Tenderers must have good experience from equivalent assignments.
Documentation: a list of completed equivalent deliveries in the last 3 years. The list must include the name of the contracting authority, dates, value, and a short description of the delivery.

Hovedtrekk ved tildelingsprosedyren:
The contracting authority plans to award a contract without having contact with the tenderers beyond small clarifications/corrections of the tenders.
Negotiations can however be held after the tenders have been received, however, if the contracting authority deems it to be expedient. The selection will be undertaken after an evaluation of the award criteria. Emphasis is put on the fact that no tenderers can expect a dialogue on their tender and must, therefore, submit their best tender.
