The procurement is for the delivery of food products for the restaurant/food subject and for canteens in Vestfold and Telemark County. Vestfold and Telemark County will enter into a new framework agreement with one or more tenderers for the procurement of food products. The aim of the procurement is to ensure delivery of healthy and good products that at an advantageous price for county entities. The procurement's total value is estimated to be NOK 68 000 000. The estimated volume is based on statistics and accounting figures for the procurement of equivalent products for the same buyer group in previous years, as well as future budgets. The volume must therefore be considered an estimate that is not binding for the contracting authority.

The total value of the procurement is estimated to be NOK 68 000 000. The value is an estimate based on statistics and accounting figures for the procurement of equivalent products for the same buyer group for previous years, as well as future budgets. The volume must therefore be considered an estimate that is not binding for the contracting authority.

The procurement is divided into six products groups. Estimated value per group:
Group 1: Groceries with frozen fish products, vegetables, fruit, eggs, etc. (Estimated annual volume NOK 8 200 000);
Group 2: Fresh and processed fruit, berries, vegetables and potatoes. (Estimated annual volume NOK 2,000,000);
Group 3: Fresh and frozen poultry products. (Estimated annual volume NOK 1 000 000);
Group 4: Fresh and frozen meat products. (Estimated annual volume NOK 1 000 000);
Group 5: Dairy products — liquid and solid. (Estimated annual volume NOK 4 000 000);
Group 6: Mineral water and water. (Estimated annual volume NOK 800 000).
The contracting authority reserves the right to place orders outside the framework agreement in cases where the tenderers cannot cover the contracting authority's need for urgent deliveries or where the ordered products cannot be delivered as expected.

There can be changes in the number of entities that participate in this framework agreement during the contract period, but this will not influence the terms in the contest terms for this contest.
The contest is announced in a challenging period. This framework agreement will be valid for 1 year, with an option to extend the framework agreement for a further 3 years, 1 year at a time. The total duration of the framework agreement will be 4 years.

This form of duration is being used because of the price increases for products that we are currently experiencing. The price increases are due to currency exchange rates, increased transport costs, the authorities' measures during the corona situation and other similar price increasing elements.

Procurement procedure and notice
The contest will be held in accordance with the Public Procurement Act from 17 June 2016 No 73 (PPA) and the Public Procurement Regulations of 12 August 2016 No 974 on public procurements (PPR).
The procurement will be made as an open tender contest in accordance with the PPR parts I and III. This procedure provides all interested tenderers the opportunity to submit a tender.
Negotiations are not allowed in this contest. Tenders cannot, therefore, be changed after the tender deadline has expired.
Tenderers are therefore strongly encouraged to follow the instructions given in the tender documentation and Annexes and to ask questions if they are uncertain. Questions or uncertainties are to be sent in writing through the ‘questions and answers’ section in Visma TendSign.
