The contracting authority needs a framework agreement for electrician services. One of the objectives of the framework agreement is ensuring efficiency for the procurement processes. It is also a goal that the framework agreement will ensure stability and predictable frameworks.
The idea is that the framework agreement will cover most of the contracting authority's continual need for the services mentioned in this contest. The contracting authority will have the right, but not an obligation, to use the framework agreement. Some of the tasks can be solved by internal capacity, or in collaboration with other municipalities. Large/special projects can be published as new tender contests by the contracting authority.

The contracting authority intends to enter into a framework agreement for the area mentioned below. The intention is to award a contract to several tenderers within the contract area, so that the contracting authority has its need met through parallel framework agreements.

The contracting authority will split each contract area into 2 zones. A framework agreement will be awarded to 3 tenderers in each zone, provided that a sufficient number of tenderers are received from qualified tenderers in the contest.

Zone 1 — the area covers the previous Holmestrand Municipality;

Zone 2 — the area covers the previous Sande Municipality.

Contract area Zone 1, Zone 2

Contract 1, electrical work — heavy and low current, as well as tele and data installations.

Norwegian tenderers: Company registration certificate

Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling: Sufficient economic and financial capacity to be able to fulfil the contract.

Copy of the annual accounts for 2018 from the accounting register.

The contracting authority reserves the right to obtain financial information from a credit rating company, which, amongst other things, focuses on whether the company has satisfactory financial solidity.

Teknisk og faglig kapasitet:

1) Tenderers must have experience from comparable assignments;

2) Tenderers must have a quality assurance system that is suitable for the delivery.

Minste nivå(er) av standarder:

1) Description of up to 3 of the tenderer’s most relevant assignments in the last 3 years. The list must include a statement of the assignment's value, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. The tenderer can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

2) An account of the company's quality assurance system/management system (internal control). If the tenderer's quality assurance certifications is ISO 9001 certified or its equivalent, it is sufficient to provide a copy of a valid certificate.

Certificates of registration in a professional register (DSB) as determined by legislation in the country where the tenderer is established.
