Tenderers must have their tax, employer contribution and VAT payments in order.

Tax and VAT certificate. Certificates not older than 6 months calculated from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. Delivery capacity

The tenderer must have sufficient capacity and competence at their disposal to provide the offered service.

Requirement 2:

Experience from similar assignments is required — reference projects.

Tenderers must have good experience from the implementation of equivalent/comparable assignments to the services being offered, see the description of the contract areas in annex 1.

Requirement 3:

Quality assurance

Tenderers must have good procedures for quality assurance.

Requirement 4:

Architect:

Technical qualifications

Tenderers must have qualifications equivalent to requirements for central certification for development class 2 in the following certification disciplines:

'applicant' and 'architectural design' for architecture.

PL/PGL:

'applicant'.

RIVA:

Tenderers must have qualifications equivalent to requirements for central certification for development class 3 for the following certification disciplines:

'engineeing design services' for water supply and sewage installations.

Independent inspections:

'independent inspections' for the disciplines being offered.

RIB, RIE, RIV, RIS, RIG, inspection of bridges and quays, energy and environment, and LARK:

'engineering designer’ for disciplines being offered.

BL and land planning:

No qualification requirements equivalent to central certification for the discipline areas.

Requirement 5:

Describe procedures for professional updating.

Tenderers must have procedures for updating the competence of their specialist personnel in, for example, technical building regulations. Norwegian Standard’s enterprise contracts and relevant industry standards.

Requirement 1:

A description of the number of qualified personnel the tenderer has at their disposal for fulfilment of the contract.

Requirement 2:

A list with an overview and description of the tenderer's most relevant assignments during the last 3 years per contract area that tenders are being submitted for.

The list/description must as a minimum contain:

• Name of customer/recipient

• Scope of the assignment

• Description of the company's role

• The assignment's value

• Date of the assignment

• A brief description of the delivery.

It is the tenderer's responsibility to confirm relevance through the description.

The enclosed template for references shall be used. See part I, annex 5.

Requirement 3:

The documentation must be provided in one of the following ways:

Alternative 1: Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.

Alternative 2: If a tenderer holds ISO 9001:2000 certification or the equivalent, this can be enclosed.

Requirement 4:

Alternative 1:

Documentation of central certification within relevant disciplines, certification areas and development class.

Alternative 2:

Alternative documentation demonstrating that the tenderer has the necessary and relevant professional qualifications to implement measures within the relevant discipline, certification area and development class.

Requirement 5:

Tenderers are requested to give a brief description of procedures for professional updating and skill upgrading.
