Framework Agreement for Consultancy Services

Oslo kommune v/Kultur- og idrettsbygg Oslo KF

The objective of the tender contest is to enter into 4-6 parallel framework agreements for consultancy service for construction projects and other projects related to the contracting authority's activities.
The projects vary in scope, duration, and cost, from a value of less than NOK 0.5 million to larger projects with a value of more than NOK 500 million. Most of the assignments are related to new investments, but also large and small renovation projects can be included, as well as other assignments related to implementation of measures of a certain size or complexity in current buildings and plants.
Oslo Municipality is in the process of reorganising the municipality's construction businesses. Upon the commencement of Oslobygg KF from and including 1 August 2020, the agreement will be transferred to the new company so that the entire new company can enter into the agreement if required.

The projects may have different organisation structures and contract form, but based on experience, most projects will be executed as turnkey contracts or execution contracts.

Based on historical figures and plans, the need for consultancy service is estimated to be between NOK 50-100 million over 4 years.
Oslo municipality is in the process of reorganising the municipality's construction businesses. It has been decided that the contracts listed below shall be merged a new enterprise — ‘Oslobygg KF’:
— Omsorgsbygg Oslo KF (Municipal Undertaking for Social Service Buildings);
— The development activity in Boligbygg Oslo KF (Municipal Undertaking for Social Housing);
— Undervisningsbygg Oslo KF (Municipal Undertaking for Educational Buildings and Property);
— Kultur- og idrettsbygg Oslo KF (Municipal Undertaking for Cultural and Sports Facilities).
Upon the commencement of Oslobygg KF from and including 1 August 2020, the agreement will be transferred to the new company so that the entire new company can enter into the agreement if required. Tax certificate:
The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the competition or tender. For building and construction contracts, the tenderer shall require an equivalent tax certificate from all subsuppliers when contracts are signed for the assignment with a value exceeding NOK 500 000 excluding VAT.
