Framework Agreement for Consultancy Services in Connection with Global Health and Various Areas Related to Health in Development Context

The purpose of establishing the framework consultancy agreement, is to ensure that Norad has continual rapid access to flexible expert services of high quality within Global Health. The framework agreement shall contribute to increase the knowledge base for the continued implementation of the Norwegian Global Health policy.
Norad is seeking consultancy services covering the broad scope of Global Health and development, in line with the Sustainable Development Goal 3 and 5. Norad will enter into two framework agreements for portfolios A: includes the thematic areas of: Country level progress in progressively realizing Universal health coverage (UHC) – priority setting, coverage of key services, household expenditure and health sector reform with a special emphasis on Primary HealthCare (PHC), and B: includes thematic areas of SRHR, harmful practices and LGBTI+.

Egnethet til å utøve yrkesvirksomheten:
Legally established business — a certificate of registration
Tax certificates — tenderers must submit a tax certificate for value-added tax, taxes and national insurance contributions. The tax certificates must not be older than six (6) months calculated from expiry of the closing date for submission of tenders.

The tenderer must have sufficient technical and professional capacity to execute the contract.
Documentation requirement: the most significant supply contracts performed by the enterprise over the last three (3) years in the area of health and development, including their value, time, and recipient.

Vilkår for kontraktoppfyllelse:
Travel to high-risk areas
For travel to high-risk areas, the contracting authority requires that tendered personnel (who will travel) possess sufficient knowledge and have the required experience to work in high-risk areas prior to departure. The supplier, and their tendered personnel, must have knowledge of the current risk assessment for the relevant country/area. Please see the tender document for more details.
