The competition concerns entering into a framework agreement with a total supplier in the areas of roads and land planning.
The framework agreement must be able to be utilised in all phases of land planning, preparation, engineering design, follow-up in the construction period, independent inspection, construction management, project management and applicant function. The contracts concern land and transport planning and roads with associated construction elements, new construction and rehabilitation projects, both trench construction and trench-free construction.
The procurement is divided into 2 groups:
Group 1: Road planning (estimated to be approx. 2 160 000 NOK per year);
Group 2: Land planning (estimated to be approx. 4 500 000 NOK per year) The volume is an estimate and is not binding.

Framework agreement.

The contracting authority intends to enter into parallel contracts with 3 suppliers in each group, assuming there is a sufficient number of suitable suppliers and tender offers.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.

Documentation requirement:

Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met their obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has their headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

This also applies to any sub-suppliers that are needed to fulfil the contract.

Teknisk og faglig kapasitet:

There are requirements connected to the tenderer's technical and professional qualifications in group 1.

The tenderer must have sufficient competence and systems in the company in order to award central certification in enterprise classification 3 for the following disciplines: applicant, engineering design of water and sewage installations and district heating, engineering design of outdoor areas and landscape design, geotechnical engineering design, technical surveying engineering design, general responsibility for engineering design (building, plant or construction, technical installations).

In addition, there is a requirement for competence and systems in the company to be able to award central certification in enterprise classification 1 for construction safety. Furthermore, the tenderer must have, or connect with competence within noise calculations, traffic reports, electrical/road lighting.

If you are submitting an offer for land planning, this must be stated in question a.
