The volume is estimated to be approx. NOK 2 million-NOK 3 million for all assignments in the framework agreement per year. The stated scope is an estimate based on figures from previous years. The stated estimate does not constitute any minimum purchase obligation.

The projects vary in scope and complexity, so the need for presence will vary from project to project. A typical project will be approx. 65 hours per month, where one is present at the construction site 2 to 3 times per week. It is important that the construction manager can quickly arrive on site, so the travel distance to the municipality will be important.

For each assignment, a contract document will be written, NS8403 general contractual provisions for construction manager assignments.
The contract period is 2 years. The contracting authority can extend the contract on verbatim terms for 1 year + 1 year, so that the total possible contract duration is 4 years. This is the contracting authority's unilateral right. The contract will automatically extend for 1 year + 1 year unless the contracting authority cancels the contract three months prior to the expiry of the contract period.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian tenderers: company registration certificate.
Foreign companies: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
The tenderer must have a well-functioning quality system suited to the type of assignments included in the framework agreement.
Documentation requirement: the tenderer must be able to present certificates of the company's quality system/management system issued by independent bodies confirming that the tenderer fulfils specific quality standards, for example, ISO 9001:2022. The contracting authority also accepts other documentation verifying that the tenderer has a well-functioning quality system suited to construction management and SHA coordination.

As a minimum, a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract must be given.
Offered personnel must be able to attend the construction site in Færder Municipality, a maximum of 2 hours from their permanent place of work during urgent events.
Documentation requirement: state the address of the permanent office for offered personnel.

Sufficient economic and financial capacity to be able to fulfil the contract.
Tenderers must not be subject to debt negotiations.
Minste nivå(er) av standarder:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service.
The tenderer must be able to present auditor approved accounts from the last fiscal year.
Teknisk og faglig kapasitet:
Tenderers must have sufficient experience from previous assignments as regards technical execution and extent.

The description of the projects must include a statement of the assignment value, the tenderer's role in the assignment, dates and recipient (name, telephone and email). It is the tenderer's responsibility to confirm relevance through the description. The tenderer can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.
