The procurement will cover the contracting authority's need for building materials.
The exception will be in cases where the contracting authority has engaged a supplier of trade services that obtains products/materials for the work.
The contracting authority reserves the right not to use the framework agreement suppliers for major work in construction projects. Major work means individual assignments with a cost limit of NOK 200 000 excluding VAT.
The contracting authority reserves the right to keep up to 10 % of the annual procurement of goods/material outside the contract. This is to ensure that the contracting authority has the option to make minor procurements in a practical and time-efficient way.

An overview and a brief description of requirements:

Requirement 1:

Tenderers must have their tax, employer's National Insurance contributions and value-added tax payments in order.

Documentation requirement, requirement 1:

Tax and VAT certificate. The certificate must not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no

For foreign tenderers: foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial director/financial manager.

Requirement 2:

Documentation of fulfilment of the qualification requirements tenderers use the support of sub-contractors to fulfil.

This only applies to the qualification requirements where the tenderer needs a subsupplier for compliance — including economic and financial position or technical and professional qualifications.

Annual financial statements from the last 2 years. These must contain notes, the board's report and auditor's report.

Newly established companies must enclose equivalent documentation as long as it is available.

Minste nivå(er) av standarder:

Tenderers must have sufficient financial capacity to fulfil the contract.

Tenderers must have a credit rating equivalent to minimum A in ‘Bisnode.no’. The contracting authority will obtain a credit rating of tenderers itself.

Teknisk og faglig kapasitet:

Requirement 1:

Description of the company's staffing and organisation with regard to delivering in accordance with the framework agreement requirements.

Tenderers must describe their capacity and competence.

Requirement 2:

The documentation must be provided in one of the following ways:

Alternative 1: Description of the company's procedures, with emphasis on quality assurance, resource management, management responsibility and HSE.

Alternative 2: If tenderers have an ISO 9001:2000 certificate or equivalent, this will be sufficient to document fulfilment of the requirement.

Requirement 1: tenderers must have sufficient capacity and competence at their disposal for the implementation of assignments/deliveries in the contract.

Requirement 2: Tenderers must have good procedures for quality management and HSE.
