A significant part of the uncertainty can be connected to any future assignments that are currently unknown or are awaiting a final decision. The expected annual market value can, for example, vary from NOK 7 000 000 to NOK 30 000 000 a year. The procurement's total value is estimated to be up to NOK 120 000 000 over a 4-year period.

The contract will be signed in accordance with NS 8402:2010 'General contract provisions for consultancy assignments remunerated according to hours worked', with the additions and changes that are specified and stated in the general contract provisions and the contract documents in this contract. The service must cover the contracting authority's total need for technical consultancy services for municipal activities. The service must cover the contracting authority's ongoing need for expert consultancy services in the contract period. The service includes all disciplines that are required in order to assist the contracting authority in the contract period. The service includes: buildings, property, roads, water and sewage, land use, and other technical consultancy services for municipal activities. The list is not exhaustive, but it illustrates the breadth of possible areas that are included in the service. The service covers different projects of a varying nature, size, cost, duration, and degree of difficulty in the contract period. Dates will be given for the individual services in the call-offs. The consultancy services will mainly be according to hours spent. The contracting authority will clarify the disciplines, services, scope, amounts and limits that are to be provided by the tenderer in each call-off. The tenderer must provide all of the disciplines stated in the price sheet. See the attached tender documentation for a detailed description of the service.

K1. Company Registration Certificate. Tenderers must be a legally registered company.

Økonomisk og finansiell stilling:

K2. Tenderers must have sufficient economic and financial capacity to fulfil the contract. The following must be fulfilled: tenderers must, in the latest 3 financial years, have a minimum annual turnover of NOK 20 000 000 excluding VAT a year.

K3. Tenderers must have sufficient economic and financial capacity to fulfil the contract. The following must be fulfilled: tenderers must be credit worthy and achieve a minimum level of 'Decision Score 3' in the contracting authority's credit analysis tool www.bisnode.no.

Teknisk og faglig kapasitet:

K4. K4: Tenderers must have broad experience from comparable assignments, including an equivalent scope and complexity to this contract.

K5. Tenderers must have a sound quality assurance system in order to implement this contract.

K6. Tenderers must have a good and well-functioning environmental management system, showing that the tenderer safeguards relevant environmental considerations connected to the services that will be provided.

K7. Authority approval. Tenderers must state that they have achieved all the required authority approvals for the implementation of this contract. Tenderers will be held responsible if this statement is incorrect.

K8. The contracting authority requires that tenderers participate in a recycling scheme for cartons, plastic, glass and metal packaging for the implementation of this contract.

K9. Tenderers must have sufficient competence to implement the contract.

K10. Tenderers must have the sufficient technical capacity and equipment to implement the contract.

K11. Tenderers must provide information about any sub-contractors, what assignments, and how much of the contract will be implemented by the sub-contractors. Tenderers will be responsible and fully liable for their offered sub-suppliers as if they were the tenderer's own personnel.

Henvisning til relevante bestemmelser i lover og andre forskrifter:

The tenderer must always have personnel who will achieve authority certification in accordance with the Planning and Building Act, cf. LOV-2008-06-27-71, with regulations. The personnel must achieve authority certification for development class 3 in the building regulations, cf. FOR-2010-03-26-488, for all the relevant disciplines included in the service. The tenderer must have personnel who will achieve the authority certification that is required for each measure for other disciplines that are not included in the Planning and Building Act's provisions.

If the service requires the use of other and special disciplines to the solve the concrete assignment, which the tenderer does not have, the tenderer must provide these services through hiring in personnel in accordance with the mark-up stated in the price sheet.

The contracting authority will have the full right to go outside this framework agreement and hold independent contests for individual projects that altogether, including architectural and consultancy services and complete execution and contract work, are estimated to exceed NOK 1 000 000 excluding VAT. The tenderer will be able to participate in the contest for such assignments. Any procurement of the service from the tenderer would have to be adapted to existing and current contracts that the contracting authority is bound by. The announced and estimated total value of the procurement is very uncertain. Extraordinary measures can be put into place in order to stimulate trade during and after the corona situation (Covid-19). Particular attention is put on the fact that the framework agreement's estimated volume can be considerably reduced if extraordinary measures are not started.
